Western Door Federal is seeking a highly professional, self-motivated individual with experience in Air Force medical readiness. This Strategic Program Manager will leverage their expertise to perform specific strategic and requirements activities and provide consultant advisory services for the holistic benefit of the Air Force Medical Agency (AFMED).

This is an onsite position at the Defense Health Agency HQ in Falls Church, VA (DHHQ). Candidates must be able to commute to Falls Church, VA.

Responsibilities include but are not limited to:

  • Provide strategic direction and focus for AFMED Capability Development.
  • Coordinate strategy, capability needs, and research investments in order to logically meet objectives of AFMED Capability Development.
  • Develop effective operating systems and processes to ensure AFMED Capability Development achieves its operating goals and targets.
  • Contribute to the future vision, strategy, and direction of the AFMED Capability Development Division.
  • Collaborate with senior-level executives and the Research & Acquisitions Teams to help build strategies and coordinate enabling activities for the successful integration of future organization changes.
  • Assist in monitoring AFMED Capability Development-wide portfolio strategy and policy development.
  • Advise AFMED Capability Development on relevant policies, laws, best practices, and maintain various strategic planning tool(s) to track progress of accomplishing defined strategic goals, objectives, and initiatives.

Primary Duties:
  • Provide day-to-day expertise to AFMED Capability Development leadership to ensure program goals align with the organization's strategic mission and
  • Coordinate and assist senior Capability Development leadership with planning, scheduling, and execution of executive-level meetings and briefings, and staff
  • Assist in the development and accomplishment of briefings for senior leadership that serve as a leadership voice for strategic initiatives.
  • Participate in organizational reviews to help identify strengths, weaknesses, and opportunities and aid in the evaluation for mission and operational effectiveness.
  • Coordinate with Innovation partners to identify opportunities enterprise-wide strategic initiatives to enhance the effectiveness of the Research and Acquisition processes. Serve as internal consultant and strategic thought partner to business leaders in vetting strategic ideas, identifying growth opportunities, and developing plans to move opportunities forward.
  • Maintain expert understanding of priority enterprise strategic initiatives. Actively facilitate problem solving sessions in support of project and business needs in conjunction with extended project teams.
  • Serve as internal consultant and strategic thought partner to AFMED Capability Development Research & Acquisition in vetting strategic ideas, identifying growth opportunities, and developing plans to move opportunities forward.
  • Participates in the development and execution of R&D budgets, executive systems oversight tool, and other strategic tools.
  • Collaborate with other professionals to discuss project execution and assists in analyzing project portfolios to help ensure that work aligns to strategic decision.
  • Provide accurate analysis and recommendations. Assist in ensuring program requirements and actions relating to Government/Contract property are anticipated, addressed and performed within and for customer goals and objectives.
  • Attend Interim Project Reviews (IPRs) with Capability Development leadership to include but not limited to tracking due outs.
  • Provide monthly status report NLT 5th of the month for the previous month to the Contracting Officer's Representative (COR) or Contracting Officer's Technical Representative (COTR).

Required Qualifications:

  • Existing knowledge of, and experience with, the Air Force Medical Service (AFMS).
  • Bachelor's degree in a related field (i.e., business management, healthcare administration), plus a minimum of 6 years of experience in portfolio management and life cycle management at the executive level or Master's degree in a related field plus 4 years of experience in program management and life cycle management at the executive level.
  • Motivated self-starter, able to diplomatically liaise with military, civilian, and contract personnel of all ranks and levels.
  • Ability to independently synthesize overarching military and AFMS strategy to guide medical capability development processes, procedures and courses of action (COAs) in a dynamic environment.

Preferred Experience:

  • Knowledge of the Defense Acquisition System, Joint Capabilities Integration and Development System (JCIDS), and the Planning, Programming, Budgeting, and Execution (PPB&E) process. Understanding of National Defense Strategy and related policy implications.
  • Knowledge of Defense Health Agency (DHA), Military Health Service (MHS), and AFMS Research, Development, Test & Evaluation (RDT&E) Portfolios. Understanding of military medical research guidance, policies, and practices. Familiarization with innovation agencies such as AFWERX, Spark Tank, etc.
