As the Airport Utilities Division Manager, you will direct a team of trades professionals in maintaining and repairing the Airports Authority's utility systems.

Airport Utilities Division Manager

Serves in the Airport Utilities Division of the Airport Maintenance Department at Ronald Reagan Washington National Airport (DCA) or the Airport Maintenance Department at Washington Dulles International Airport (IAD).

Directs and manages the overall utilities operations of the airport including the operation of the central plant, utility tunnels, the production and distribution of utilities (high temperature hot water, chilled water, natural gas, domestic water, stand-alone heating and air conditioning systems, dedicated fire systems, and all sewer systems). Advises on technical work performed by the trades associated with the maintenance and repair of airport utility systems. Supervises the establishment, implementation and execution of the division annual work plan and any projects plans, including business continuity plans. Performs related functions.

GENERAL RESPONSIBILITIES

Establishes division goals that are vertically aligned with airport and Authority objectives.

Manages division personnel to ensure that all utilities are operated, repaired and maintained efficiently and effectively and in compliance with all federal and state standards, permit conditions, rules and regulations.

Develops, recommends, implements and updates standard operating procedures to economize operations in the repair and maintenance of utilities systems while increasing productivity.

Monitors or oversees the monitoring of utilities services contracts to ensure compliance and effective performance.

Conducts studies and oversees the implementation of mandated environmental reports.

Supervises the establishment, implementation and execution of the division annual work plan and any projects plans.

Oversees the preventive maintenance program for all utility systems and assets.

Oversees dissemination, accountability and the proper inventory levels for equipment, materials, and supplies.

[IAD only] Coordinates with Environmental Engineering for the permitting and re-permitting of water and wastewater facilities.

Coordinates the modification and improvement of facilities and systems to increase efficiency while reducing operating costs.

Oversees organizational training and cross training to increase technical skills and knowledge to result in increased productivity and performance.

Ensures that customer complaints and inquiries are resolved quickly and effectively.

Recommends and implements effective programs for enhancing the public image of the division.

Represents the department through presentations and briefings.

Plans, requests, and administers budget, administrative programs within the division.

Manages team and individual work performance; approves ratings of subordinate employees.

May provide training for employees. Ensures application of Equal Employment Opportunity (EEO) principles and Human Resources (HR) actions.

Serves as or oversees Contracting Officer's Technical Representative/s (COTR). Prepares or reviews Statements of Work, tracks contractor progress, and certifies invoices for payment.

Reviews project plans, and submits comments related to utilities equities.

Develops business continuity plans for Airport utilities in coordination with the Office of Emergency Preparedness, that clearly delineate the processes and procedures to be followed in the case of an emergency resulting from the failure of any essential function or activity.

May lead or help lead special Airport teams, such as the Airport Snow Team.

Performs other duties as assigned or as determined on own initiative.

QUALIFICATIONS

Seven years of experience in utilities management.

Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.

Knowledge of and skill in using a Computerized Maintenance Management System.

Knowledge of and skill in the theories, principles, requirements, and standards of maintenance and repair of utility systems.

Knowledge of high temperature hot water and chilled water distribution systems.

Knowledge of and ability to ensure compliance with trade-specific policies, programs, and procedures, including building codes and national, state, and local environmental requirements.

Ability to make detailed analyses of data and information and make recommendations.

Ability to read and interpret blueprints and drawings.

Ability to speak and write effectively to include briefing senior managers and diverse audiences.

Knowledge of building systems.

Skill in using a computer and office suite software.

PREFERRED QUALIFICATIONS

Demonstrated ability to successfully lead a large group of trades personnel.

Certification in Refrigerant Type I and Type II approved by the Environmental Protection Agency (EPA).

[IAD Only] Certified Energy Manager

[IAD Only] LEED AP Operations + Maintenance

Experience using Maximo

A Bachelor's degree in any field.

EDUCATION

A high school diploma or a Certificate of General Educational Development (GED).

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

NECESSARY SPECIAL FACTORS

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

Operates vehicle airside and landside (requires AOA permit).

Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal.

Work requires moderate to heavy physical exertion (lifting objects up to 50 pounds).

May be subject to hazardous substances, loud noises, and uncomfortable conditions. Wears personal protective gear, as necessary.

A background security investigation will be required for all new hires.
