The State Highway Administration's (SHA) Office of Construction - Anne Arundel County is currently recruiting for a Contract Liaison (Administrative Officer II) position. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.


Nature of Work: The main purpose of this position is to assist the Division Chief with the overall operation of the Contract Award Division. These duties include, but are not limited to, the following areas: reviewing submitted bids in accordance with The Code of Maryland Regulations 21.05.02; entering vendor information into proposal form packages or bid packages and preparing correspondence to contractors to ensure accurate registration requirements; reviewing proposals for accuracy that have been submitted by SHA design engineers prior to advertisement; responsible for creating Blanket Purchase Orders (BPO) in the Enhanced Procurement Information Control System (EPICS); and preparing inquiry forms and submitting it to the Department of Assessment and Taxation; researching the Contract Award Division's files for additional information to post in EPICS.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two (2) years of experience in administrative or professional work.

Selective Qualification: One (1) year of the required experience must include reviewing contracts and using a financial management information system.

Selective qualifications are utilized when the position requires a specific or additional bona fide occupational qualification (i.e. knowledge, skill, or ability).


Preferred Qualification:

The ideal candidate should possess the following:

  • Ability to understand procurement processes
  • Ability to review Invitation for Bids and advertisement documents
  • Proficient with various computer programs
  • Excellent written and oral communications skills
  • Ability to provide good customer service to a variety of internal and external customers
  • Excellent organizational and recordkeeping skills
  • Ability to perform mathematical computations
  • Ability to work independently
  • Knowledge of the Enhanced Procurement Information Control System - EPICS


Notes:

1. Candidates may substitute education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.

2. Candidates may substitute the possession of a bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
