SUMMARY: This Technical Project Manager position supports one of our DOD clients and is a functional member of a team consisting of a Program Manager and several other matrixed support staff that conduct software development, software engineering, cloud computing, and IT portfolio management. In this role, the selected candidate will assist in developing technical and operational-level plans and other portfolio management activities, conduct requirements gathering and definitions, or business processes and tools development, support the baseline change control process, and manage risks, issues, and opportunities.
The selected candidate will also support the management of operational aspects of ongoing projects and serve as a liaison between other directorate project management and planning staff, project teams, and line management. Requires expert-level competency in schedule management; must have a track record of assessing project issues and developing resolutions to meet productivity, quality, and client-satisfaction goals and objectives.

JOB DUTIES AND RESPONSIBILITIES
Duties include:
* Overseeing the creation and review of critical metrics and outcomes,
* Developing and maintaining reporting and key project artifacts to capture project milestones and objectives, and,
* Identifying and removing barriers to enable efficient and effective delivery and execution of agile management across project work tasks.

QUALIFICATIONS
Required Certifications
* Project Management Professional (PMP) Certification or recent DAWIA Level II Certification
Education, Background, and Years of Experience
* BS 10+, MS 8+, PhD 5+

ADDITIONAL SKILLS & QUALIFICATIONS
Required Skills
* Minimum of 10 years experience, may have supervisory or lead experience
* Must possess relevant experience applying Agile management and Total Quality Control management methodologies to complex IT-focused projects.
* Must have demonstrated experience managing technical software development and hardware requirements, resource management, and relevant experience as a critical staff action officer overseeing and coordinating large-scale IT software acquisitions.
* Must possess an expert understanding of the Planning, Programming, Budgeting, and Execution (PPBE) process.
* Must have experience supporting the development of Program Objective Memorandum (POM) and Budget Estimate Submissions (BES) and the ability to correlate key organizational objectives to strategy requirements.
* Must possess excellent written and verbal communication skills.
* Project Management Professional (PMP) Certification or recent DAWIA Level II Certification.
* Clearance: Active TS/SCI with CI Poly eligibility
Preferred Skills
* PMI-Agile Certified Practitioner (PMI-ACP).
* Certified Scrum Master (CSM).
* ITIL Certification

WORKING CONDITIONS
Environmental Conditions
* Monday - Friday, regular business hours. Must go onsite twice a week.
Strength Demands
* Medium - 50 lbs. Maximum lifting with frequent lift/carry up to 25 lbs.
