Management Analyst (Sr EMS Program Developer)
Description of specific duties in a typical workday for this position:
  • Assists Army Readiness Requirements Coordination (ARRC) Team in the ARRC - Process (ARRC-P); planning, programming, program evaluation, strategic planning activities and capability support to enhance with the assessment of DHP, OMA, OSD capability and relatable requirements to positively impact the strategic direction of military medicine
  • Experience and ability to perform operational research, analysis, and data visualization
  • Develop reports, presentations, and documents by utilizing various PC skills, software applications and Army Readiness and health care knowledge to assist in communicating information to various segments of the organization
  • Applies knowledge and experience to obtain, integrate and report client data; develops and applies analytic methodologies and principles. Leads the application of analytic techniques and helps define project objectives and strategic direction. Resolve complex problems, which require in-depth knowledge of analytic methodologies and principles
  • Presents findings of analyses of specific strategic and operational issues as requested. Conducts research, data gathering, and technical reviews. Produces written deliverables to include reports, spreadsheets, databases, presentations, formal process mapping, technical design, system testing and implementation activities
  • Support the interpretation of strategic, business and market research data and draw conclusions and formulate recommendations to assist in the development of strategic initiatives, business planning and promotion of key services to improve medical Readiness throughout the Army using military resourcing and MHS automated information systems
  • Recommended performance improvement procedures to cover identified process gaps
  • Standardize processes that support medical readiness and administrative support
  • Align strategies to the client's outcome measures
  • Evaluate existing measures against the desired strategic direction
  • Provide data retrieval from the data systems to support forecasting of Army Medical Readiness requirements resourcing and operations. The scope of the data retrieved, analysis of data, and timelines for completion shall be submitted to the program manager
  • Troubleshoot issues in reports related to data. Assimilates, integrates, and interfaces technical knowledge with business/system requirements
  • Analyzes and Improves EMS Systems: Applies comprehensive analytical skills to evaluate existing EMS systems, identifying areas for improvement, and implementing strategic enhancements for optimal service delivery
  • Leads Project Management Efforts: Skillfully leads and coordinates complex EMS-related projects, ensuring timely completion and alignment with organizational goals and industry standards
  • Interprets Complex Data: Proficiently uses data analytics tools to interpret complex data sets, providing actionable insights for decision-making and program development
  • Facilitates Collaborative Solutions: Collaborates with cross-functional teams, external agencies, and stakeholders to develop integrated solutions that enhance EMS operational efficiency and effectiveness.
  • Ensures Regulatory Compliance: Diligently ensures all programs and initiatives comply with relevant laws, regulations, and best practices in EMS, safeguarding organizational integrity
  • Cultivates Training and Development: Develops and delivers comprehensive training programs to EMS personnel, enhancing their skills and knowledge in line with evolving industry standards
  • Embraces Technological Advancements: Stays abreast of and integrates the latest technological advancements in EMS, leveraging these tools for improved data analysis, reporting, and operational efficiency
  • Drives Innovation: Actively seeks and implements innovative approaches to EMS program development, continuously striving for improvement and excellence in service delivery
  • Communicates Effectively: Demonstrates exceptional communication skills, effectively conveying complex ideas and strategies to diverse audiences, from EMS teams to high-level stakeholders
  • Provide strategic planning support services to achieve clearly defined processes, procedures, and roles and responsibilities for the Army and DOD personnel that are documented and deployed
Position Requirements:
  • Bachelor's or Masters Degree
  • 8+ years' Army or DOD or VA Medical program/project management experience
  • 5+ years' experience managing teams
  • 3+ years, strategic planning
  • 3+ years' experience in developing military-civilian partnerships with civilian medical facilities.
  • 3+ years Subject matter expertise in the Army medical readiness domain to include deep knowledge of Individual Critical Task Lists and Joint Knowledge, Skills and Abilities (KSAs) for critical wartime specialties. (DOD or VA)
  • 3+ years Working knowledge of medical billing and coding, ICD10 and CPT coding and mapping to Army medical readiness metrics (DOD, DHA or VA)
  • 4+ years Understanding of Army enterprise analytic systems
  • 5+ years' Experience in preparing Information Papers, EXSUMs, CONOPS, OPORDs etc.
  • 5+ years Excellent written and oral communications with experience briefing senior executives and conducting public-speaking
  • Intermediate to Pro skill level of the following systems:
    • Microsoft Systems (Word, Excel, PP, Teams, Outlook)
    • Adobe Acrobat Pro
    • Enterprise Task Management Solution System (ETMS2) is the authoritative correspondence and task management system for the Department of Defense
  • Preferred extensive knowledge and use of the following systems:
    • SharePoint
    • MODS - Medical Operational Data System (direct access)
    • ELIMS - Enterprise Laboratory Information Management System (direct access)
    • ABHIDE - Army Behavioral Health Integrated Data Environment (direct access)
    • AWCTS - Army Warrior Care & Transition System (direct access)
    • FASOR - Family Advocacy System of Records (direct access)
    • FTDTL-IMS - Forensic Toxicology Drug Testing Laboratory - Information management System (direct access) CDS - Corporate Dental System (indirect access)
    • AERO - Aeromedical Electronic Resource Office (indirect access)
    • PFDAS - Army Pharmacovigilance Defense Application System (indirect access)
  • Secret Clearance
