The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the Department of Defense (DoD). These clients include the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)), DARPA, the Joint Staff, and USINDOPACOM. SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future.

We have an immediate need for a Senior Nuclear Command, Control, and Communications (NC3) Policy and Budget Analyst to support the NC3 Directorate within the Deputy Assistant Secretary of Defense for Strategic, Space, and Intelligence Portfolio Management (DASD SSIPM). This role is located onsite at the Pentagon in Arlington, VA.

Responsibilities

The NC3 Policy and Budget Analyst will support government leadership within the NC3 Directorate on a number of tasks related to the ongoing modernization and sustainment of the portfolio. Primary focus areas are acquisition policy, governance, and resourcing of the NC3 portfolio. The candidate will assist the government in executing portfolio management of the NC3 modernization efforts, including conducting Integrated Acquisition Portfolio Review (IAPRs) and Service Program Review.

Qualifications

Required:

    10+ years of relevant experience with NC3 domain systems, issues, policy, and budget processes
  • 3+ years of experience with DoD Budget process (Budget Exhibits/RDocs and/or experience with Service POM submissions)
  • Must have the ability to work in a dynamic environment and effectively interact with numerous DoD, military/civilian personnel, and industry partners
  • Possess a high degree of originality, creativity, and initiative
  • Ability to work both independently and in teams to meet mission objectives; able to track and coordinate multiple simultaneous efforts
  • Active TS clearance with SCI eligibility
  • Comfort with MS Office tools

  • Experience supporting OSD or Joint Staff (desired)
  • Master's Degree (desired)
