Job Description
Position Summary

Performs technical procurement work in support of the Authority's procurement program. Prepares Invitations for Bids (IFBs), Requests for Proposals (RFPs), writes specifications, and contracts for recurring, complex, or unique procurement in accordance with State laws and procedures. Coordinates and conducts bid openings with Contractors. Experienced workers initiate their own daily assignments, follow through on matters, and use independent judgment and training to take appropriate actions to deal with standard recurring situations.

Position Responsibilities / Essential Job Functions

  • Prepares purchase orders based on approved requisitions from departments/divisions after reviewing for completeness and accuracy. Solicits competition on requisitions with appropriate vendors. Performs research on items if needed in order to get better quality and most up-to-date supplies and materials for end-users.Solicits and administers supply contracts. Places orders for supplies, goods and services by way of fax or telephone.Negotiates and recommends awards.
  • Provides training to end users in support of requisition creation and the solicitation of bids and quotes.Reviews bids and quotes obtained by departments/divisions for accuracy and compliance with regulations. Negotiates and recommends awards.
  • Administers Contracts.Administers purchase orders for contracts. Updates contract lists and renews blanket purchase orders as needed.Maintains computerized purchase order activity log. Coordinates with vendors on delivery needs and expediting of orders.
  • Prepares Invitation for Bids (IFBs), Request for Proposals (RFPs), Informal Bid Proposals (IBPs), and writes specifications and annual contracts for recurring procurement in accordance with state laws and the Authority's Purchasing Regulations.Coordinates and conducts supply bid openings.
  • Reviews staff work for accuracy and corrects discrepancies. Coordinates with vendor and end-users to send proper documentation to warehouse for shipment.Audits receipts for accuracy prior to submitting to Finance. Interviews salesmen, vendors, and division heads concerning the purchasing of supplies and equipment.
  • Prepares and processes purchase requisitions for supplies, materials, services, and equipment through competitive quotations from telephone solicitation and written quotations. Researches new supply sources. Develops and implements standards and specifications for goods and services.
  • Meets with vendors as appropriate.

Essential Skills and Experience

Essential Skills and Experience:
  • Knowledge of modern purchasing principles, methods, and procedures, including buying, inspection, storage and shipping methods; laws, ordinances and other requirements governing the purchase of commodities and services for the Authority; various grades of a variety of materials, supplies, equipment and service; business methods, markets, and purchasing practices; the laws relating to public purchasing; water service plumbing and practices; standard office procedures, practices, and equipment; computer equipment and software applications related to assignment; English usage, spelling and grammar.
  • Ability to write clear and concise specifications; establish effective working relationships with other officials, vendors, and the general public; operate computer equipment and software applications related to assignment; communicate effectively, both orally and in writing.
  • Associate Degree or equivalent with course work in procurement and business.
  • At least three years of procurement experience.
  • Or combination of education and experience as described above.
Preferred Skills and Experience:
  • Certification as a Certified Public Purchasing Buyer (CPPB), Virginia Contracting Officer (VCO) or equivalent certification preferred.

  • Must successfully pass a credit check.
