The Position

The Port of Portland is currenting hiring for three (3)
Police Lieutenants!

Port of Portland Police Officers are state certified peace officers who provide law enforcement services primarily at the Portland International Airport and surrounding areas, in compliance with state and federal laws and in support of federal aviation regulations.

About us: Our police department consists of 61 sworn personnel and 4 non-sworn staff. In addition to uniform patrol, sworn assignments include detectives, canine handlers (explosive detection), bomb technician and task force positions. Our primary mission, as a proactive law enforcement agency, is to provide for the safety and security of the traveling public, with emphasis on preventing potential terrorist attacks on the aviation industry.




We are seeking dedicated and experienced individuals to join our team as Police Lieutenants. As a pivotal member of our department's leadership, you will play a key role in ensuring the effective administration and leadership of the police department while upholding the highest standards of law enforcement and community service.

As our Police Lieutenant, you will be tasked with providing leadership, evaluation, and staff development services to our certified and non-certified staff. Your role as a mid-management leader will involve overseeing patrol operations, specialized units, and ensuring compliance with laws, policies, and performance standards.

NOTE: Applicants who are under investigation at the time of the background investigation will not be considered eligible for employment.

SELECTION PROCESS:

    • Candidates selected to participate in the Assessment Center will be notified on or before: 5/28
  • Lieutenant Mandatory Candidate Informational Session 6/4 for those who successfully pass the minimum requirements and are formally invited by the Port of Portland
  • Lieutenant Assessment Center 6/25 or 6/26
    • candidates who successfully pass the Assessment Center will receive a conditional offer of employment and then begin the Port's Pre-Employment process.

  • Chief's Interview (background / psychological evaluation discussion)

  • Pre-employment drug screening
  • Employment Confirmation
Please note that the pre-employment process, from receiving a conditional offer to final employment confirmation, typically takes approximately 2-3 months to complete.

Essential Job Duties

  1. Manage assigned patrol operations and specialized units

    • Lead and mentor our dedicated team of police sergeants, setting the standard for excellence in law enforcement.
    • Strategically allocate resources to maintain a high level of safety and security throughout the airport and surrounding areas.
    • Foster a culture of continuous improvement and accountability, ensuring our operations are always at their best.
  2. Support development of policies and ensure compliance

    • Collaborate with departmental leadership to develop and implement policies and procedures that prioritize safety and customer service.
    • Ensure strict compliance with all applicable laws, regulations, and performance standards, maintaining the highest level of professionalism at all times.
    • Conduct regular assessments and audits to identify areas for improvement and ensure adherence to established protocols.
  3. Maintain positive labor relations and resolve issues at the lowest possible level
    • Assist the Chief of Police as a part of the management team with collective bargaining negotiations and administration of the collective bargaining agreement.

  4. Perform as a contributing member of the management team

    • Act as a liaison between management and frontline staff, addressing concerns and resolving issues promptly and effectively.
    • Collaborate with senior leadership to develop and implement strategic initiatives that align with our organizational goals and objectives.
    • Provide valuable insights and support to management decisions, drawing on your expertise and experience in law enforcement.
    • Promote open communication and teamwork, creating an environment where every team member feels valued and respected.
    • Uphold our commitment to customer service by ensuring all interactions with staff and the public are handled with professionalism and courtesy

Minimum Qualifications

EDUCATION AND EXPERIENCE:

  • Possession of a Master's Degree and at least six (6) years of work experience in law enforcement, of which three (3) years of this work must be in direct supervision of and administration of personnel functions for certified law enforcement professionals; OR
  • Bachelor's Degree and at least eight (8) years of work experience in law enforcement, of which three (3) years of this work must be in direct supervision of and administration of personnel functions for certified law enforcement professionals; OR
  • Associate Degree and at least ten (10) years of work experience in law enforcement, of which three (3) years of this work must be in direct supervision of and administration of personnel functions for certified law enforcement professionals; OR
  • Twelve (12) years of work experience in law enforcement, of which three (3) years of this work must be indirect supervision of and administration of personnel functions for certified law enforcement professionals.

ADDITIONAL LICENSES, CERTIFICATES, AND SPECIALTY REQUIREMENTS:
  • Must possess a valid driver's license and have an acceptable driving record.
  • Must be able to pass an extensive background check: background investigation, psychological exam, medical exam, and drug test.
  • Must possess a Supervisory certificate from the Oregon Department of Public Safety Standards and Training (DPSST) or meet published DPSST requirements for supervisory certification at time of appointment and obtain and maintain the supervisory certification within 6 months of appointment to position.
  • Ability to obtain and maintain a valid PDX Secured Area Security Badge (required)
  • DPSST Management Certificate from the Oregon Department of Public Safety Standards and Training(DPSST) preferred OR ability to obtain and maintain the management certification within 2.5 years of appointment to position.

Lieutenant Assessment Center:
Following the initial application process, successful candidates will proceed to the Lieutenant Assessment Center, a pivotal phase in our selection process. Scheduled for two consecutive days on June 25th and June 26th, the Lieutenant Assessment Center will be conducted in person within the Portland area. It is imperative that selected candidates commit to attending as the dates cannot be rescheduled. Each candidate's assessment session will span approximately half a day, reflecting the depth and thoroughness of our evaluation process.

Lieutenant Assessment Center Informational Session:
To ensure that candidates are fully prepared for the Assessment Center experience, a mandatory informative session will be held on June 4th. During this session, candidates will receive detailed insights into the structure and expectations of the Assessment Center, equipping them with the knowledge and confidence needed to excel in this critical phase of the selection process.
