DEPARTMENT OVERVIEW

The Office of the Chief Investment Officer ("UC Investments") is responsible for managing the University of California's retirement, endowment, working capital, and cash assets under the policies, guidelines, and performance benchmarks established by the Regents. The mission of the Office is to implement those policies and guidelines by selecting, executing, and monitoring investment strategies designed to add value over the benchmarks within a risk-controlled framework. The Office adheres to high ethical as well as professional standards in serving the investment management needs of its constituency. The Chief Investment Officer has full investment discretion, while the Regents retain responsibility for Asset Allocation and Investment Guidelines.

POSITION SUMMARY

The Investment Data Operations Governance Manager will report to the Director of Data Management & Analytics and will work collaboratively with stakeholders across the Office as well as external vendors and partners. The Office of the Chief Investment Officer seeks a Manager that is able to implement a well-organized, data and process driven, well controlled analytical environment.

An important job aspect for the Manager is the collaboration with the Chief Operating/Data Officer and Director of Data Management in building and executing a data strategy to provide analytical, data, and reporting support to the investment teams.


RESPONSIBILITIES

30% - Vendor/Relationship Management

  • Establish relationships and act as liaison in operational activity with all strategic vendors.
  • Maintain oversight and SLA alignment with UC expectations.
  • Develop and execute protocols and procedures with vendors to execute on UC's data strategy.
  • Proactively identify and resolve data discrepancies between third-party services and expected servicing models.
  • Lead and maintain all prospective and new engagements from incubation to procurement.
  • Act as ambassador for UC's vendor engagement model and facilitate implementation across vendor suite.
  • Engage and resolve in any vendor related conflicts and inquiries.
  • Act as escalation point for operational vendor engagements.

30% - Project Management

  • Coordinate internal resources and third parties/vendors for execution of projects.
  • Ensure that projects are delivered on-time, within scope and within budget.
  • Provide definitions of project scope and objectives, involving all stakeholders.
  • Manage the development of detailed project plans to monitor and track progress.
  • Manage changes to the project scope, project schedule, and project costs using appropriate verification techniques.
  • Ensure strategic and tactical initiatives are addressed in project execution.

  • Work cross-functionally with other members of the OCIO and Product Manager and the Head of Asset Classes to produce detailed specifications of product requirements.
  • Manage content, templates and project timelines.
  • Collaborate with Investments, Operations and Data Management teams to develop scalable and impactful analytics to enhance messaging and storytelling of investment reports.
  • Act as ambassador for in-flight and implemented products to ensure education of benefits and adoption across the organization.
  • Leverage partnerships with strategic vendors to enhance awareness of product roadmap and disruptive technologies.
  • Partner with the Chief Investment Officer to develop new functional dashboards for the Chief Investment Officer and other leaders.
  • Ensure that strategic and tactical initiatives are addressed in project execution.

15% - Systems and Configuration Management

  • Oversee new system configurations to align with strategic data model.
  • Collaborate with Investment, Operation and Data Management teams to develop and maintain processes to ensure proper technology configurations.

10% - Ad hoc Requests

  • Provide back-up support as necessary.
  • Manage and communicate initiative updates to senior management.
  • Report generation support and presentations to stakeholders.

Required Qualifications

  • Minimum of eight (8) years of job related experience and/or equivalent experience/training.
  • Excellent verbal and written communication and presentation skills, including the demonstrated ability to articulate ideas and issues clearly, concisely, and persuasively to a variety of audiences and prepare and/or edit complex reports involving logical and quantitative analysis, so that it is clearly understandable by both technical and lay readers and effectively advances and justifies a specific proposal or set of recommendations.
  • Ability to function as a member of a team.
  • Ability to clearly articulate initiative progress and results to stakeholders accurately.
  • Demonstrated proficiency at relationship management and the ability to build and utilize extensive personal network of industry contacts to share industry best practices.
  • Excellent interpersonal skills as demonstrated by the ability to interact with others in a consistently positive manner, exercise discretion and tact and gain consensus in an environment where others may have strongly conflicting ideas and goals.

Preferred Qualifications

  • Knowledge of UC policy, guidelines, asset allocation, portfolio structure, investment strategies, managers and holdings.
  • Ability to demonstrate value from cloud technologies.
  • Demonstrate ability and experience with implementing strategies around cybersecurity and backup/disaster recovery for core services that the OCIO relies on.
  • Experience building, configuring and maintaining Infrastructure applications at an Enterprise level.
  • Experience in leading and coordinating with multiple teams while implementing applications from concept to production. This includes building, configuring and maintaining lifecycle of application.
  • Expert understanding of DevOps principles, Platform and Infrastructure as a Code concepts and techniques
  • Experience with Global Investment Performance Standards (GIPS).

Education

  • Bachelor's degree in related area required.
  • Master's degree preferred.

License/Certifications

  • CFA and/or CIPM preferred.

SPECIAL CONDITIONS

This position is eligible for a hybrid work arrangement. The selected candidate will be required to work onsite in Oakland, CA at least three days per week. The hire will be a current resident of California or be willing to relocate to California.

Payscale: $175,000 - $222,000, commensurate with experience.

Full Salary Range: 124,000 - 242,000

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
