Overview

Modern Technology Solutions, Inc. (MTSI) is seeking a Senior Program Management and Acquisition Specialist, to join our team primarily working on-site at least two days a week in the secure government facilities in the National Capitol Region. You will provide program management support to Department of Homeland Security (DHS), Customs and Border Protection (CBP), Air and Marine Operations (AMO) Unmanned Aircraft System (UAS) Program Office.

Responsibilities

As a Senior Program Management and Acquisition Specialist, with Modern Technology Solutions, Inc. (MTSI) you will primarily responsible to provide program management support to Department of Homeland Security (DHS), Customs and Border Protection (CBP), Air and Marine Operations (AMO) Unmanned Aircraft System (UAS) Program Office. The position will primarily work on-site at least two days per week in attendance at Ronald Reagan Building office.

Your essential job functions will include but may not be limited to:

  • You will Analyze, design, develop, implement, and evaluate quantitative, qualitative, and mixed-methods research studies and historical artifacts that amplify or clarify program-associated messaging.
  • Strengthen common themes and information threads that build and sequentially complement AMO UAS program objectives throughout departmental documents pertaining to DHS UAS.
  • Effectively draft, proof-read, and edit document content so that it meets or exceeds AMO Writer and Editor Program standards and structural formats.
  • Gather, analyze, validate, organize, and present data in formats, diagrams, graphs, charts, and tables that enhance reader comprehension.
  • Proactively develop collaborative relationships throughout AMO and partner agencies.
  • Facilitate communications among interdisciplinary teams' subject-matter experts (SME) to develop courses of action that best balance operational requirements with fiscal constraints.
  • Mentor and train technical SMEs to articulate colloquial concepts, terminology, and jargon in contextually accurate language that is clear to non-SME readers.
  • Proactively adjudicate SME comments and garner concurrence on edits addressing comments.

These skills will be used to:

  • Analyze, trace, and include UAS operational requirements in the annual AMO Strategic Review, AMO Strategy and Vision 2030 priorities and milestones, DHS Future Year Homeland Security Program financial green sheets, and acquisition-decision briefs and documentation to tell a consistent and compelling program story.
  • Be familiar with the Planning, Programming and Execution System baseline rules and need to be flexible in the real-world of delayed appropriations and continuing resolutions.
  • Become familiar with Budget Planning and Execution on-line tools and Microsoft Excel, processes, and phases; and contribute to the financial estimation, analysis, and plain-language justification.
  • Become familiar with and ensure compliance with the UAS Inventory Management Standard Operating Procedures, and update annually.
  • Become familiar with and be able to quickly locate details within the prime contract and interagency agreements.
  • Reconcile contract requirement deliverables month-over-month; and track prime-to-sub-contractor actions and progress.
  • Draft, staff, and proof-read interagency and prime-contract recompete and modification documents.
  • Update and maintain UAS Records Microsoft 365 TEAMS SharePoint site.
  • Track program-office taskers and milestones to ensure program co-workers meet or exceed standards and are on-time.

Qualifications

  • 12+ years of relevant work experience in manned or unmanned aircraft system operations and/or acquisition.

Certifications/Courses Requirements:

  • DHS or Department of Defense equivalent acquisition professional career level II or higher Program & Project Manager courses and one or more among these, is preferred:
    • Cost Estimating & Analysis
    • Federal Acquisition Certification in Contracting
    • Life Cycle Logistics Manager
    • Program Financial Manager
    • Systems Engineering
    • Technology Manager
    • Test & Evaluation Manager
    • Requirements Management Specialization

Education Requirements:

  • Master's degree in Engineering, Management, Law, or Acquisition/Contract Management plus at least 12 years of relevant experience in manned or unmanned aircraft system operations and/or acquisition.

Clearance Requirements:

  • Individual must submit to a CBP background investigation (BI); a favorably adjudicated BI will be required to maintain this position.
  • Individual must possess or be eligible for a DHS High Risk - Public Trust Suitability / Fitness Determination.

Travel Requirments:

  • Periodic travel to secure government facilities in the National Capitol Region.
