JOB SUMMARY

The Senior CI/HUMINT Collector/PM is responsible for the overall management and coordination of matters pertaining to contract requirements and will be expected to lead the contractor team at NEIC and make recommendations to improve current processes.

Develop and conduct live and constructive Exercise Control (EXCON) for NEIC controlled exercises in which IETs are participating. For each exercise, EXCON must be sufficiently detailed and comprehensive to enable IETs to exercise all Navy Mission Essential Tasks (NMETs), and for NEIC to assess each IET NMET.

ROLE AND RESPONSIBILITIES

  • Provide the COR with monthly status reports including:
  • Individual hours worked.
  • Accomplished tasks aligned with the PWS.
  • Funding status update, covering: Funds expended and Funds remaining.
  • Estimated unexecuted funds after the performance period.
  • Present a yearly travel plan utilizing the existing budget.
  • Endorse and forward travel claims as part of the monthly report.

SUPERVISORY RESPONSIBILITIES

  • This position will be the Project Manager and Site lead for the other (5) positions.

REQUIRED QUALIFICATIONS AND EDUCATION

  • Minimum of seven (7) years of CI/HUMINT collection experience and a minimum of four (4) years of PM related experience.
  • Recent knowledge within the last five (5) years of relevant CI/HUMINT operations
  • Certification: Minimum of a U.S. Government Military Source Operations (MSO) category II certification or higher and required graduation from the Marine Air Ground Task Force Counterintelligence/Human Intelligence (MAGTF CI/HUMINT) course to assist the NEIC Training Officer in matters related to the training and assessment of IETs and the core capabilities of CI/HUMINT and intelligence analysis.

PREFERRED QUALIFICATIONS AND EDUCATION

  • Knowledge of current and projected computer networks and telecommunications architectures is required.

  • 40 Hours: Full-time work week (Monday through Friday), occasional weekends as needed.
