Overview:

Quantum Research International, Inc. Quantum is currently seeking a qualified Senior Analyst to support its Force Development Equipping, Plans, and Operations Division (FDP) team in the Headquarters Department of the Army (HQDA) G-8 Development organization at the Pentagon in Arlington, VA.

Responsibilities:

  • In support of the Army Transparency team, the key requirement is to track equipment from programming to budgeting to procurement to delivery and receipt at unit level. The Analyst shall support this effort by collecting, analyzing, and documenting data.
  • Provide quality control assessments of Transparency data collection, and submit a report quarterly to FDP leadership and the Transparency IPT
  • Familiarity with acquisition and programming (to include budget exhibits).
  • Have superior skills in Microsoft Excel to enable manipulation of large amounts of data.
  • Reconcile differences between expected fielding and recorded deliveries, conduct updates on reconciliation of expected fielding quantities, and track requirements, acquisition, and deliveries.
  • Assist in collecting, analyzing, documenting, and reporting financial and equipment procurement data as it relates to the Equipment Transparency Report (ETR). This assistance will include an assessment of how current year funding changes impact the Army National Guard and U.S. Army Reserve equipment projections.
  • Prepare summary data using the data collection files and the ETR to show progress in meeting equipment delivery targets by component each quarter. Summary data will be in the form of bar charts, graphs and/or Excel data tables.
  • Draft the Annual Transparency Data Collection Tasking Memo, review the Letter of Instruction (LOI) for necessary changes annually, coordinate with the government lead and AE2S-M automation team for issues and required capability upgrades in support of data collection, and prepare documents for formal staffing.
  • During the Quality Control Review phase, the recommended status rating will be updated every other day and presented to the Government, electronically.
  • Quarterly, prepare and make recommended changes to training materials and present for approval no later than 30 days prior to the beginning of the data collection phase and in support of semi-annual SSO Training materials shall explain the transparency initiative, purpose of the data collection, access to and means of using the automated tools, plus policy and procedures for data collection. The materials will include any automation changes, the format of the data collection files, quality control trends, quality control reviews and the ETR.
  • Draft timely information papers, decision papers, weekly Director's notes, executive summaries, briefings for Senior Army leadership
  • Coordinate documentation as required with other Army Staff elements, Army Command (AC), Army Service Component Command (ASCC), Direct Reporting Unit (DRU), other services and DoD staff, develop professional briefing packages, and prepare draft responses to taskers as needed.
  • Assess the data collection files in AE2S through the course of each data collection period. This assessment requires coordination with ASA (FMC), ASA (ALT) and the Army DCS G-8 AOs. The assessment will include a quality control (QC) report using, but not limited to, available AE2S reporting tools. In addition to AE2S reporting tools the candidate will include MS Excel and manual data collection to bridge any information gaps as identified by government leadership. The candidate will assist government representatives in the analysis, design, staffing and frequency of QC reports as needed.
  • Maintain an accessible electronic file folder system for transparency documents and other relevant government provided documents. The file folders will be organized by appropriations, program and/or subject. The electronic folders will be updated continuously and reviewed with the Transparency IPT Lead annually for acceptability.
  • Attend and participate in each Transparency IPT meeting, the quarterly Transparency General Officer Steering Committee (GOSC) and other coordination meetings unless deemed unnecessary by the Transparency IPT Lead.
  • Conduct cross-functional assessments; recommend business rules, processes, and procedures for collecting financial data and equipment procurement quantity data; develop and conduct integrated training; and draft results and recommended solutions through the HQDA, DCSG-8 approval process.

Requirements:

  • Current SECRET clearance required.
  • Bachelors or Master's degree. Have a minimum of eight (8) years of experience and expertise in Force Development (or equivalent duties. Experience may be obtained at varying levels of Army organizations, but candidates should have experience at most senior levels of the Army such as HQDA, MACOMs, or Army Service Component Commands. Equivalent experience with other government or Defense agencies/services is also acceptable.
  • Familiarity and/or experience with acquisition and programming (to include budget exhibits).
  • Have superior skills in Microsoft Excel to enable manipulation of large amounts of data.
  • Must be able to work within a team environment, as well as independently.
  • Must be able to communicate effectively with team members, government personnel, and senior Army leadership.
  • Strong work ethic and ability to multi-task/manage multiple priorities.
