Overview

The Internal Audit and Compliance Manager is responsible for developing the annual audit plan and reporting findings and the status of the corrective action plans to the Audit Committee. The Internal Audit and Compliance Manager is also responsible for collaborating with senior leadership and division directors as to government compliance requirements. The Internal Audit and Compliance Manager works with the Audit Committee Chairperson.

Responsibilities

  • Directs annual internal audit planning, ad hoc engagements, supervision, review and completion of audit work.
  • Monitors the status of the internal audit engagements and advise and consult with Audit Committee and Senior Leadership on major audit developments, findings, and corrective action plans.
  • Serves as a primary liaison to the Audit Committee and Senior Leadership, reviews audit or engagement work papers, and oversees the drafting of the internal audit reports.
  • Ensures that IDA is compliant with the Federal Acquisition Regulations (FAR/DFARS), US Government Cost Accounting Standards (CAS), and other business systems requirements through business policies, practices and procedures, and strong internal controls.
  • Responsible for the areas of cost accounting and government compliance aspects related to monitoring and/or development of new business systems, changes in government regulations and IDA policies.
  • Leads the preparation of all government-required compliance submissions, including annual Incurred Cost Submissions, provisional billing rates (PBR), CAS Disclosure Statements, and cost impact analysis when applicable.
  • Advises management on potential effects of new or revised policies and practices and prepare a cost impact analysis, when applicable.
  • Interface with Government auditors on accounting matters and serve as primary point of contact for DCAA and DCMA audits and inquiry matters.
  • Drafts and coordinates review of responses to Government requests and maintain adequate records to support Government audits and fact finding.
  • Assists in developing and delivering training programs to assure that company personnel have the job knowledge to fulfill obligations imposed by Government/contracts accounting and business system requirements.
  • Leads internal compliance monitoring activities for labor/time reporting, purchase existence and consumption, GAAP requirements, and other processes, as needed.

Qualifications

  • Bachelor's degree, preferably in finance, accounting, or in related field; MBA strongly preferred but not required.
  • Certified Public Accountant or Certified Management Accountant
  • Minimum of 5 years of audit experience with at least 3 years of previous related government accounting experience (prior DCAA, DCMA and/or experience at DoD contractor or government compliance consultant)
  • Be knowledgeable in US GAAP, FASB, CASB, FAR/DFARS, UGG, COSO, and ICOFR.
  • Experience leading and managing projects and teams.
  • Effective communication skills and a strong team player
  • Ability to establish and maintain effective working relationships with other employees; ability to understand and follow oral and written instruction; ability to organize and perform work independently with general instructions.
  • Strong attention to detail, excellent organizational skills and ability to effectively prioritize work to meet deadlines.
  • Critical, analytical, and creative thinking to identify and solve problems.
  • Computer literacy which includes familiarity with standard business office software such as Microsoft Office; experience using computerized accounting software. Experience with DELTEK software highly desirable.
  • US citizenship is required.
  • Current or ability to obtain secret clearance.
  • Successful completion of a criminal background check is required.
