Position Summary Under minimal supervision, manages and coordinates all activities involved in administration of service based prime and subcontracts. Oversees all operational and performance aspects of OKC and SLC IRS Mailrooms, Travis AFB Switchboard, Tinker AFB, and Hill AFB DLA Reclamation, Hill AFB Parts Distribution, Navy Mailroom Support, US Army Corp of Engineers (USACE) Mailroom/archiving, US Army Contract Closeout, and the Consumer Financial Protection Board (CFPB). Will be responsible for any new service contracts acquired.

Essential duties and responsibilities (3-5 core functions representing 80% of time spent):

  • Responsible for day-to-day management, supervision and operational aspects of service contracts including management of supervisors and service contract staff. Establishes common best practices, processes and quality measurements across applicable sites. Identifies and implements efficiencies in the operation of service contracts. Identifies potential savings and efficiencies through multi-site operations and/or supervisory consolidation ensuring the maximum level of performance is achieved on each contract site.
  • Responds to Request for Information (RFI) and Request for Proposal (RFP) requirements and cost proposals. Acts as a liaison between NewView Oklahoma and government agencies/commercial customers contracting representatives.
  • Negotiates Non-Disclosure and Teaming Agreements, complies with standards set forth in Defense Federal Acquisition Regulations (DFARS) and Federal Acquisition Regulations (FAR) and follows appropriate standard ethics and business practices.
  • Responsible for contract administration, renewal responsibilities and requirements outlined identified in assigned contracts. Monitors contracts for quality and compliance making corrective actions when required.
  • Performs as the Facility Security Officer in the processing of SF-85, SF-86, SF-312, Fingerprinting, maintaining records, utilizes DISS and similar Defense Security Service (DSS) data systems, National Industrial Security System (NISS), and liaisons with DSS Industrial Security Representative.
  • Responsible for training of staff, and compliance with DoD, Defense Logistics Agency Air Force, Navy and US Postal Regulations and established Standard Operating Procedures (SOPs) and other applicable requirements. Aid in the establishment of SOPs when required. Ensures training meets site specific requirements to achieve performance, quality, safety, security aspects of contract requirements.
  • Works with CFO to establish and meet all budgetary requirements for assigned departments.
  • Works with HR to achieve staffing needs, personnel disciplinary matters and conflict resolution.
  • As a member of the Business Development Team, diversifies business through identification and securing of new opportunities with federal, state and commercial customers through networking and relationship building.
  • Serves as the Facility Security Officer (FSO) and reports and coordinates with other team members in maintaining NVO Facility Clearance requirements on all cleared employees on Classified Contracts.
  • Must wear all protective equipment required by department.
  • Must follow all company policies and procedures including departmental safety policies.
  • Performs all other duties as assigned.
Qualifications

(Minimum education, experience, training, licensure, and certification):

  • Bachelor's Degree in Business Administration or related field is preferred. Requires strong background in contract management, preferably in the federal and state government environments.
  • Must be able to obtain and maintain a Department of Defense Secret security clearance.
  • Must be able to travel monthly to support department requirements and to fill in for DCS as necessary
  • Governmental Contracting Certification preferred.
  • Requires strong interpersonal skills, strong writing ability.
  • Experienced proficiency in Microsoft Office applications and a variety of data base systems.
