Proposal Manager
National Capital Region / Remote

MUST:

Experienced Proposal Manager
3+ years related work experience in the Federal Government contracting industry in Proposal Management or related roles
Direct experience/relation with certain agencies and intimate knowledge of those client
Strong understanding of and experience with Federal Government procurement practices including basic understanding of FAR requirements and standard Federal Government solicitation organization
Ability to support a broad range of proposals, from quick-turn task orders to large-scale and complex IDIQ or GWAC bids
Superior proposal writing capabilities
Must have demonstrated work experience and/or capabilities including proposal writing for Program or Project Management, Past Performance, Resumes, Process/Methodology concepts, or general IT technical concepts
Able to work with teams 4-8 people
Strong with proposal graphics and using Adobe and Desktop Publisher strongly desired
Strong communication skills both written and verbal
High attention to detail
Ability to work on a team as well as independently
Self-starter and internally motivated
Shipley Training and certification are a plus

DUTIES:
The ideal candidate must be able to wear multiple hats to help bring proposals to a dynamic, high quality, compliant, and responsive proposal
The Proposal Manager will collaborate with program, BD, solutions, pricing, and functional personnel to provide proposal leadership as part of a proposal leadership team with the Solution Architect, Capture Manager, and senior business leadership
Lead and manage the overall proposal development process for assigned opportunities
The ideal candidate will be a part of the collaboration between all parts of the team and our partners to help create a uniform, high quality, compliant, and responsive proposal
Take part of color reviews to decide P-Win percentages and bid / no bid situations
Interpret technical and management requirements of Federal Government solicitations and provide guidance to proposal teams (in collaboration with contracts and pricing leads)
Develop proposal outlines according to requirements; facilitate and lead relevant proposal sessions
Provide training as necessary to team members on the proposal process, review process, and/or writing process and best practices
Review content and provide feedback to author
Manage team members to meet proposal milestones and deadlines
The successful candidate will have demonstrated success supporting multiple pursuits of opportunities in the $10-$50 million range and a thorough understanding of the federal procurement process in both the Defense and Civilian sector markets
Lead and/or facilitate the kick-off meeting and engage all parties for all color reviews
Manage all activities involved in the development and production of proposals, including third-party support
Perform and oversee white glove and final proposal production including desktop publishing, editing, proofreading, and (when rarely required) printing, binding, and shipping/delivery
