Job Description

Karsun is seeking an experienced Contracts Manager to support Karsun's GSA contracts/subcontracts portfolio and related business processes throughout all stages of the procurement cycle. As a Contracts Manager, your responsibilities will include: pre- and post-contract award support for prime and subcontract agreements, working in concert with the growth organization, pricing and technical services staff for development of business proposals, and compliance oversight. The successful candidate will be able to work independently and function effectively as part of a team, and interact with people from junior to senior-most levels.

This role requires on-site presence in our Herndon, VA headquarters as required/requested.

  • Review and evaluate requests for proposals (RFPs/RFQs) and changes to contracts
  • Suggest alternative approaches to mitigate risk, including revisions to contractual terms and conditions and proposal pricing strategies
  • Assist Senior Contracts Director with preparing, reviewing and modifying contracts in compliance with Karsun policies and procedures
  • Support proposal initiatives, to include review of U.S. Government solicitations to ensure company compliance, preparation of certifications, review of proposal cost/pricing, provide guidance to cross-functional proposal team members and make recommendations to senior management, submit proposals, and represent the company in interactions with U.S. Government counterparts
  • Establish effective working relationships with customers and internal functional groups (BD, Accounting, Program/Project Management, etc.), and coordinate as necessary for ongoing management and administration of business and contractual issues
  • Process and administer contract modifications
  • Provide surge support as necessary for procurement activities, i.e., subcontract management and administration, and procurements conducted on behalf of the federal government
  • Pre- and post-award contract support for prime and subcontract agreements
    • Review solicitations for contractual risks and pricing requirements; draft and negotiate contractual agreements including contract modifications, teaming agreements, non-disclosure agreements, etc. Prepare, track and manage contract documentation; liaise with contracting officers and other client-agency procurement and finance staff, negotiate scope of work changes and contract modifications; pursue payment/collection issues. Review/approve documentation for contract closeouts.
  • Proposal development
    • Work in concert with Business Development, Pricing, and technical services staff in development of business proposals for broad range of cost-based, time-and-materials, and fixed-price offers. Review terms and conditions for acceptability and
      risk issues.
  • Compliance oversight
    • Provide guidance to technical/client services staff regarding FAR and contract-specific compliance issues, and corporate policy and standard procedures. Develop and submit documents and information to Federal client contracting officials, documenting
      Karsun compliance in accordance with audit requirements.

Required Skills

  • Typically requires a bachelor's degree in Business Administration, Law or other relevant field and 7+ years of direct experience or 10-15 years of equivalent experience in lieu of a degree
  • Knowledge and experience with FAR and agency-specific acquisition regulations, ethics, and government property restrictions
  • Solid understanding of the procurement processes from requisition to contract enforcement
  • Experience in federal contract negotiation and management best practices
  • Broad knowledge of and experience with different contract types including FFP, Cost Reimbursement, Time and Materials, IDIQ, Teaming Agreements and Nondisclosure Agreements
  • Experience with GSA Schedule contracts and GWACs, and working with cost-plus, firm fixed price, and time-and-materials contracts
  • Excellent analytical and communications skills (oral and written), and ability to represent the company to customer in a competent and professional manner
  • Competence with Microsoft Word and Excel
  • Ability to work on-site in Herndon, VA as requested/required

In accordance with pay transparency guidelines, the proposed salary range for this position is $90,000 to $120,000. Final salary will be determined based on various factors such as relevant skills, experience and certifications.
