Job Description
THOR Solutions is actively seeking an experienced Shipboard Aviation Specialist to support NAVSEA PMS 421. The Specialist will primarily support shipboard aviation system SHIPALTs on cruiser and destroyer platforms. An ideal candidate will have U.S. Navy/Marine Corps shipboard aviation experience and a comprehensive understanding of flight deck safety engineering requirements on CRUDES platforms.

Typical Responsibilities:
  • Review technical Ship Change Documents (SCD) related to system design, development, evaluation, planning, testing, and operation. Review alteration and change documentation for completeness and compliance with specifications.
  • Apply standard technical concepts, techniques, and procedures to assist higher-level engineers in the review of technical products.
  • Support technical tasking of the program office, under the guidance of or in collaboration with technical staff from the program office, manufacturer, government field activities or labs.
  • Support various technical and management activities related to design, product development, test, or production.
  • Assist with management of projects or initiatives, tracking progress against schedules, recording, and coordinating accomplishment of actions, coordinating development of proposed solutions, participating in risk identification and mitigation, supporting meetings, and preparing meeting and project reports.
  • Recommend course of action(s) for unexpected technical and programmatic issues.
  • Prepare and deliver reports and briefings to DoD leadership.
  • Extract data from and upload data to the Navy Data Environment (NDE).
  • Perform additional duties and responsibilities as assigned.

Location:Fully remote. This position supports customers at NAVSEA Headquarters in Washington, D.C., but is not required to be located at that site.

Travel: As much as 10% travel is anticipated.

Typical Physical Activity:Primarily desk/computer work in an office environment. May involve repetitive motion.

US Citizenship Required: Due to the requirements of the federal contract that this position supports, existing U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at the start of employment.

Existing Secret Security Clearance Required: This position requires an existing DoD Secret security clearance. A qualified candidate must already possessan active full or interim Secret clearance and maintain it for the duration of employment.

Typical Knowledge, Skills, and Abilities:
  • Bachelor's degree in Engineering, Aviation, Aeronautics, Business, or a related technical discipline.
    • Master's degree in one of these disciplines is desired.
    • In lieu of a Bachelor's degree, additional relevant experience combined with relevant military training may be considered.
  • At least ten (10) years of relevant work experience supporting shipboard aviation, the flight deck, and/or flight deck operations on CG/DDG or other Navy platforms.
    • Additional experience onboard CVN/LHD/LHA ships, FRCs/AIMDs, RMCs, Aviation Squadrons, TYCOM, NAVAIR/NAVSEA, US Fleet Forces, OPNAV, etc. is desired.
    • An ideal candidate will be one of the following:
      • Retired O-4 or above,
      • Government civilian GS-13 or above,
      • Or have a background in CG/DDG engineering with a strong supply support background. Ideal ratings include
        • Aviation Boatswain's Mate - Aircraft Handling (ABH),
        • Aviation Boatswain's Mate - Launch & Recovery (ABE),
        • Aviation Boatswain's Mate - Fuels (ABF),
        • Electronics Technician (ET),
        • Electrician's Mate (EM),
        • Interior Communications Electrician (IC),
        • Machinist's Mate (MM), or
        • Hull Maintenance Technician (HT).
  • Ability to provide technical and management support to the Program Office in the areas of systems engineering, system integration, technology refresh, problem investigation and resolution, trade-off analyses, and special research and studies.
  • Ability to apply engineering and/or analytical disciplines to ensure that safety is considered in all aspects of design, development, operation, maintenance, and modification of systems and platforms.
  • Experience with the Navy Modernization Process and Ship Change Documents (SCDs) is preferred.
  • Experience with the Navy Data Environment (NDE) is preferred.
  • Proficient with common productivity software such as the Microsoft Office suite, especially Excel, PowerPoint, and Teams.
  • Strong communications skills and attention to detail.
