The Community Development Specialist works to achieve a large part of this mission by assisting in preparing, administering, and promoting Dollar Bank's Community Development outreach services (i.e., homeownership training and homeownership credit enhancement programs) and activities aimed at community partners/collaborative groups, civic groups, small and non-profit businesses, and a variety of other grassroots organizations.

The Community Development Specialist will provide a wide variety of administrative functions under the direction of the Vice President of Community Development involving work of a confidential and complex nature. This individual must possess or develop a good understanding of the operations of the Community Development Department, its relationship to other departments, as well as Bank policies, personnel practices, and information resources available both inside and outside the Bank. In addition, they will need to become knowledgeable and current with rules and regulations that pertain to the Community Development function and provide insight and direction to achieve compliance. Flexibility and a willingness to assist other in overflow workload situations are key elements in the successful performance of this job.

Principle Activities and Duties:

* Serve as departmental point of contact in response to inquiries regarding eligibility for enrollment in Dollar Bank's First Time Homebuyer Program.
* Manage departmental registrations for Community Development's attendance at events, group meetings and orientation sessions related to outreach activities.
* Attend evening and weekend events as required to help develop additional network of contacts and referral sources.
* Represent the bank at educational seminars, workshops, and housing programs with state, local, and non-profit housing organizations promoting financial literacy, community development mission, homeownership, and /or credit counseling.
* Review Homeownership Program applications to ensure inclusion of all documentation prior to accepting potential clients into the program.
* Actively engage in searching for new community development partnerships that align with Community Development's mission of supporting affordable housing, job creation, financial literacy, and small business lending.
* Order and review credit reports as requested.
* Maintain updated filing/purging system to keep accurate count of program clients.
* Monitor and reconcile various Community Development related accounts (i.e., credit reports, Matched Savings accounts, field workshop reports, etc.).
* Manage database of new clients and create customer records.
* Provide clients copy of Derogatory Summary (s).
* Assist Community Development Officer with clients and follow-ups as needed.
* Work in conjunction with Marketing Department on departmental booklet ads for events.
* Develop and maintain Homeownership Program workshop materials, Fast Track Homeowners training and credit presentation packets.
* Prepare for CRA related exams from the Office of the Comptroller of the Currency (OCC).
* Verify/Investigate Organizations as 501 (c3), non-profits.
* Contact organizations, requesting documentation as needed.
* Update changes made within an organization utilizing Dollar Bank's software.
* Document CRA efforts in the Bank's software.
* Prepare and send communications to organizations that are approved for funding, along with checks and instructions.
* Assist VP with contributions budget preparation and monitoring.
* Assist with local market contributions budget.
* Assist VP with additional assigned tasks.

Qualifications:

* College Degree or equivalent experience in community development or banking required.
* Minimum of two years prior administrative experience required. Previous experience working for a financial institution preferred.
* Must be proficient in Microsoft Office products (Candidate will be tested).
* Must be able to communicate clearly and concisely, both orally and in writing.
* The ability to handle multiple tasks simultaneously, work efficiently under pressure and adhere to deadlines is required.
* Demonstrated ability to analyze problems, propose solutions and simplify complicated issues while maintaining accuracy is required.
* Strong interpersonal skills are required.
* Prior financial, mortgage, credit counseling or lending experience preferred.
* Knowledge of Bank operations, functions and organization preferred.
