PRIMARY FUNCTION/PURPOSE:

The Project Administration and Finance Officer position is based in Belgrade, Serbia. The Project Administration and Finance Officer will provide administrative and financial management support for IFES' current and developing programs in Serbia and Montenegro under the guidance of the Country Director.

MAJOR DUTIES AND RESPONSIBILITIES:

  • Provide administrative and logistics support to program implementation in-country, including procurement of services, invoice reconciliation, and local office communication;
  • Support management of events, including trainings, workshops, and conferences;
  • Support the update and maintenance of sound financial records in accordance with local laws and regulations and IFES policies and procedures;
  • Serve as the field office liaison on financial matters with HQ-based staff;
  • Prepare monthly financial reports and office wire transfer requests;
  • Maintain accurate employee records/data (i.e., contact information, payment information and copies of employment letters), timesheet records, vacation and sick leave balances, etc. for each employee according to IFES policy;
  • Maintain office accounting, project records and documents, including consultant contracts, project files, etc.;
  • Contribute to editing/writing quarterlies and other reports;
  • Provide assistance on various projects and assignments;
  • Conduct research and provide general support in proposal development process;
  • Other duties as assigned.

POSITION SCOPE: Provides the support necessary for the team to achieve its goals. Manages own workload, time, and priorities, with direct oversight by the Country Director.

DECISION MAKING/PROBLEM SOLVING: Has the knowledge and skills to identify solutions to routine problems. Produces useful ideas or explanations for circumstances but may need guidance on execution for results. Understands and applies policies and proactively suggests solutions and improvements on issues.

FISCAL RESPONSIBILITY: Prepares routine financial reports in compliance with IFES policies and procedures. Processes routine transaction in compliance with IFES procedures. Preparation of payments to local vendors and consultants. Reconciliation of financial/bank account transactions. Monthly field expense reports.

RELATIONSHIPS: Maintains collaborative working relationships with team members. Reports to Country Director.

EDUCATION: Bachelor'sDegree required.

EXPERIENCE:

  • Minimum 4 years working with national or international organizations, preferably non-profit, donor-funded organizations.
  • Experience with financial administration and reporting highly desirable.
  • Experience with financial tracking and Microsoft Excel-based spreadsheets.

RELATED KNOWLEDGE AND SKILLS:

  • Demonstrated project administration and financial management skills.
  • Microsoft Office and Windows proficiency required; advanced knowledge of Excel highly desired.
  • Familiarity or knowledge of local legislation (administration, labor, tax).
  • Knowledge of international donors, USAID and non-US financial regulations and contract compliance requirements desirable.
  • Detail oriented and organized.
  • Collaborative, team oriented individual.
  • Proactive with a proven capacity to work well with minimal supervision.
  • Strong communicator, both verbally and in writing.

RELATED KNOWLEDGE AND SKILLS:

  • Native Serbian language speaker: excellent knowledge of written and verbal English is required.

TRAVEL: Travel may be required, up to 10%.
