Overview

Aveshka is currently seeking a seasoned Logistics Officer to serve as part of a team supporting the Logistics Branch of the Emergency Support Section under the Special Operations Division within the Directorate of Field Operations of the Bureau of Alcohol, Tobacco, Firearms, and Explosives. Support is required during both steady-state and activation operations and may require deployment to activation sites.

Responsibilities

  • Logistics Officers will directly assist the Logistics Branch Chief and coordinate with the Logistics Branch directly to assist on projects as needed.
  • Ensure that equipment, supplies, billeting, and sustainment items are in place to support deployed SF #13 Federal Law Enforcement Officers.
  • Maintain the physical ability and desire to deploy to austere environments and perform strenuous labor functions in hot and cold environments in support of disaster logistics operations.
  • Develop logistics plans for ESS, subject to government approval.
  • Maintain Personal Protective Equipment for issue to ESS personnel and deployed FLEO's.
  • Coordinate and arrange transportation, billeting, and subsistence for ESS personnel and deployed officers.
  • lodging, such as tents, military billeting, sanitation facilities, laundry facilities, nourishment and hydration, fuel, and transportation of personnel, supplies, and equipment.
  • Operate ESS vehicles to support the preparation for and deployment of government equipment, supplies, and personnel, consistent with the ESS mission.
  • During an ESS activation, one Logistics officer will normally deploy with the ESS Logistics element and coordinate the logistics response in the impacted area.
  • Conduct training, briefings and hands-on orientations for ESS and other Federal agency personnel who may assist in ESS logistics or have some other official purpose for the information. Conduct pre-disaster site visits for planning, site reconnaissance and networking with stakeholders.
  • Perform research, development and test duties for new equipment and deployment strategies of value to ESS.
  • Coordinate with the Logistics Branch Chief to determine and execute other duties as needed related to the Logistics mission.
  • Within 18 months of assignment as a Logistics Officer, obtain and maintain a Class A Commercial Motor Vehicle License to operate appropriate ESS vehicles.

Required Education

  • Bachelor's degree in a related discipline

Required Qualifications

  • Ability to obtain a Top Secret clearance
  • U.S. Citizenship
  • 3 years of leadership experience assigned in a unit responsible for crisis management/emergency management, response, and/or training
  • Experience in the planning and development of crisis management/emergency management plans, to include agency-specific and interagency all hazard plans
  • Experience in the planning, development, and execution of national level law enforcement and/or emergency management exercises
  • Extensive experience in conducting crisis/emergency management training for law enforcement and emergency services personnel from other federal, state, and local agencies and departments. When citing these exercises, must explain the exact role in the exercise and the scope of work performed in support of the exercise
  • Experience responding to "real world" critical threats/incidents within the law enforcement/emergency management community. Although credit will be given for all responses, responses of a more complex, longer duration will receive greater credit during the assessment process
  • Proven ability to conduct interagency liaison at the federal and state levels
  • Be fluent in the use of Microsoft Office Suite tools and able to learn, comprehend, and utilize other law enforcement/emergency management databases as required.
  • Possess an aptitude and willingness to work with information technology used to support emergency disaster operations including notification systems, personnel and deployment tracking software, and other dashboards and mapping technologies that may be used by ESS.
  • Have well developed oral and written communications skills in order to prepare and defend policy recommendations, make presentations to management and professional groups, and to coordinate and liaise with representatives from other agencies.
  • Be able to manage time effectively, follow directions, accept constructive criticism, exhibit initiative, and be creative in the accomplishment of any assigned tasks.
  • All contract personnel must live within regular commuting distance of their approved worksite. ESS is not authorized to pay travel and per diem for personnel to report to their worksite.
  • For positions which have a specified worksite in this scope of work, the worksite may be amended for business needs by the CO or COR after consultation with the Contract Project Manager.
  • Possess ability and willingness to deploy in support of ESS activations at or near disaster sites, they must be able to perform extended temporary duty which may include holidays and weekends, as well as extended working hours in difficult conditions. These deployments can occur at any time of the year, but there is a heightened level of activity and during the Atlantic Hurricane Season from Jun 1 through November 30 each year.
  • If directed, must be able to deploy in support of ESS activations or other ESS mission requirements within 12 hours of notification.
  • Maintain a valid driver's license and be capable of operating a government automobile, SUV, or light truck as necessary unless otherwise specified for a specific labor category.
  • Experience in crisis management/ emergency management, law enforcement and/or military logistics experience.
  • Experience in a crisis management/emergency management, law enforcement, or military organization for a minimum of ten (10) years.
  • `Within the years of experience mentioned in the previous paragraph, have had at least three
  • (3) years of leadership experience assigned in a unit responsible for crisis management/emergency management, response, and/or training.

Desired Qualifications:

  • Active Top Secret clearance
  • Experience with ESF #13
  • Excellent team-oriented interpersonal and communication skills and ability to work effectively in a cross-functional project team environment
  • Understanding of concepts of project planning and project management techniques to assist in small projects and/or group initiatives

Travel Requirements

  • Travel may be required on an as-needed basis to support steady-state and activation operations.
