Job Description
The Puyenpa family of companies are comprised of multiple SBA Certified Native American Tribal 8(a) and multi-certified organizations focused on delivering Information Technology, Management Consulting, and General Construction solutions to the Federal Government along with the Commercial Sector. We are actively seeking an Information Technology (IT) Systems Engineer based in Washington D.C. This is a full time, onsite position. This position requires an active DoD Secret Clearance. Top Secret clearance is preferred.

This is an exciting opportunity to be part of the Puyenpa team supporting our efforts with a Department of Homeland Security (DHS) component. The main responsibilities of the role include:
  • Provide a full range of systems engineering support for the analysis, planning, development, test, and deployment of IT systems to the Component’s on-premises and cloud-based environments. Support responsibilities include:
  • Collaborate with technical and non-technical stakeholders to define requirements, develop an architecture design, and recommend a development approach for the introduction of a new IT capability.
  • Complete capability analyses to identify capability gaps in IT systems.
  • Complete requirements analysis to identify IT systems requirements that address capability gaps.
  • Document requirements, capability gaps, and system architecture for IT projects.
  • Evaluate potential technology solutions to address IT system capability gaps and requirements.
  • Assist customers in identifying an IT approach to achieving their mission objectives.
  • Assist with and facilitate activities related to system engineering technical reviews and documentation across all phases of the DHS Systems Engineering Lifecycle.
  • Assist with and participate in Technical Advisory Group (TAG) meetings to capture and define user requirements, define how the new capability will be used, and assist is evaluating potential solutions to meet the user’s requirements.
  • Assist with developing and implementing Standard Operating Procedures (SOPs)
The qualified candidate will have the following knowledge and experience:
  • Bachelor’s degree in Systems Engineering, Information Technology, or related field from an accredited college or university, or 6 or more years of related experience in lieu of degree.
  • At least 5 years of systems engineering experience supporting the development, test, integration, implementation, and deployment of IT systems related to network, storage, security, application, and database infrastructure.
  • At least 3 years of experience conducting capability analysis and requirements analysis for IT systems.
  • At least 3 years of experience evaluating potential technology solutions to address IT system capability gaps and requirements.
  • Experience providing technical advice in design activities for new IT system capabilities that address capability gaps to support business needs and processes.
  • Experience supporting Configuration Management and Change Management activities.
  • Ability to work independently and as a member of a team.
  • Ability to perform duties in a fast-paced environment.
  • Excellent interpersonal skills.
  • Strong organizational skills and attention to detail.
  • Ability to manage diverse activities and meet competing deadlines.
  • Ability to adapt to changing situations.
  • Strong oral and written communication skills.
  • Proficient in Microsoft Office suite of products.
  • Secret security clearance.
  • Favorable suitability assessment as determined by the DHS Component’s Security Management Division.
Preferred qualifications:
  • Advanced Degree in Systems Engineering, Information Technology, or related technology field from an accredited college or university.
  • Experience supporting a DHS component organization in any of the following areas: systems engineering, IT network, IT storage, IT security, application and database infrastructure and services.
  • Knowledge and understanding of the DHS Systems Engineering Life Cycle (SELC) process as identified in DHS Instruction 102-01-103.
  • Knowledge and understanding of DHS acquisition policy and processes as identified in DHS Acquisition Management Directive 102-01.
  • Knowledge and understanding of the agile development methodology.
  • Experience supporting risk management processes and activities.
  • Experience planning and conducting Independent Verification and Validation (IV&V) testing, Section 508 testing, and User Acceptance Test (UAT) activities.
  • Expert Systems Engineering Professional (ESEP), Certified Systems Engineering Professional (CSEP), or Associate Systems Engineering Professional (ASEP) Certification.
  • Certified Information Security Manager (CISM) certification.  DHS Section 508 Trusted Tester Certification.
