Minimum Qualifications Summary
Certification & Education
  • Bachelor of Science (BS) or Bachelor of the Arts (BA) in a related field
Experience Required
  • A minimum of 5 years' experience in course material design and development or a MS/MA in relevant field (Adult Education or Human Performance Technology).
  • Be able to read, write, speak, and understand English
  • Must have experience and possess and maintain proficiency in the following:
    • Instructional Systems Design (ISD) model
    • Human Performance Technology (HPT) model
    • Training needs analysis techniques, specifically the HPT Front End Analyses (FEA) model
    • E-Learning concepts and practices
    • CG Training Standard Operating Procedure (SOP)
    • Microsoft Office Professional Suite
  • One or more of the following skills/experience:
    • Articulate Storyline 360
    • RoboHelp
    • Lectora
    • Photoshop
    • HTML
Job Objective
The purpose of this position is to oversee the creation, modification, and reformatting of boat operator's handbooks for Coast Guard boats and other documents related to the equipment, training, and crew certification necessary for Coast Guard boat operations.
Responsibilities
  • Analyze, design, redesign, maintain current courses, new training courses, and associated materials, including but not limited to: Analyses, Course Outlines, Instructor Guides, Student Workbooks, Job Aids, Powerpoints, SPeLs, Tests / Examinations, and Evaluation Critiques.
  • Conduct comprehensive needs analysis and design and develop objectives, curricula, instructor guides, student workbooks, job aids, course outlines, Self-Paced -Learnings (SPeLs), and other course material utilizing the HPT and ISD models, and evaluate the effectiveness for all courses. Initial tasking of projects are assigned by the COR.
  • Assist the US Coast Guard C5ISC on matters related to training system development, technology assessments, process definition, and process improvements.
  • Develop process improvement plans necessary to achieve Coast Guard training objectives, and submit recommendations to the COR.
  • Analyze and recommend to the COR all appropriate training media, devices, courseware, curricula, delivery devices, and methods. All analysis, course materials will be provided in final draft on time.
  • Provide completed instructor guides, student workbooks, job aids, course outlines, and other course material to the COR for approval. All training related material produced by the contractor shall be well designed, clearly written and expertly edited.
  • Develop and analyze test and examination reliability and conduct validation studies and submit findings to the COR.
  • Conduct statistical analysis of course results, course critiques, and follow-up evaluations, including Level 3 evaluations, in current Coast Guard systems, as required, and submit findings to the COR.
  • Utilize authoring software programs designated by the COR to design and develop various Self-paced e-Learning (SPeL) products, as assigned by the COR.
  • Some travel required
  • Attend meetings at the U.S. Coast Guard Headquarters in Washington, DC
  • Performance may also include travel to Coast Guard units and boat manufacturers within the continental United States (CONUS).
Education & Certification
  • Bachelor of Science (BS) or Bachelor of the Arts (BA) in a related field
Work Location
Portsmouth, VA with travel to U.S. Coast Guard Headquarters in Washington D.C. and possible additional travel to Coast Guard units and boat manufacturers within the continental United States.
