Job Description
The Strategic Sourcing Specialist II will report to the Strategic Sourcing Manager within the VCUHS' Supply Chain Strategic Sourcing team as a member of one of the two sourcing groups: Clinical or Non-Clinical. This position is responsible for evaluating the health system spending trends across clinical product and service commodities and achieving significant cost reductions and other best value opportunities, insuring quality products and optimum supplier performance, through strategic sourcing strategies, including leading RFP (Request for Proposal) engagements, conducting spend analytics, benchmarking activities, collaborating with value analysis teams and stakeholders to achieve value & efficiency goals, drafting and negotiating vendor contracts for a broad range of centralized health system product and service categories and managing contracts through their term lifecycle.

Experience REQUIRED:
Minimum three (3) years of progressive experience of soliciting, negotiating, and establishing term contracts for specialized goods and services

Experience PREFERRED
3 - 5 years of progressive experience in a healthcare setting writing, negotiating and awarding various types of RFx's

Education/training REQUIRED:
High School Diploma

Education/training PREFERRED:
Bachelor's degree in Supply Chain, Business or related field

Knowledge, Skills and Abilities:
* Ability to work independently and collaboratively in a fast-paced environment, managing multiple priorities with competing deadlines.
* Interpersonal, communication and influencing skills with the ability to maintain strong business relationships. This includes the ability to work well with cross-functional teams (e.g. value analysis, clinical stakeholders, business owners, etc.).
* Knowledge of supply chain contracting strategies, strategic sourcing, spend analytics, benchmarking, RFP engagements and achieving cost reductions across assigned product and service categories while maintaining or improving quality.
* Basic knowledge of finances and economics of sourcing capital equipment, clinical products and purchase services.
* Knowledge of RFP process, project management, contract award strategies, and contract risk assessment.
* Analytical skills to enable sourcing/contracting decisions based on evaluation of various data sources including annual spend, benchmarking, industry/market analysis, total cost of ownership and buy vs. lease evaluation. Ability to conduct cost analysis using Excel and develop business cases summarizing strategic sourcing opportunities.
* Must be adept at problem-solving, including being able to identify issues and resolve concerns in a timely manner.
* Strong analytical skills with ability to collect, organize, analyze and disseminate significant amounts of information with attention to detail and accuracy.
* Comprehensive knowledge of contract lifecycle management, including drafting, reviewing, negotiating and executing agreements in accordance with established contracting policies and procedures. Managing day to day contracting activities such as renewals, modifications, price discrepancies, vendor performance concerns and when appropriate working effectively with Legal Counsel to resolve and prevent any contractual concerns.
* Demonstrates proficient use of various Microsoft Office Suite products and other software and technology commonly used by VCUHS

Independent Actions:
* Evaluates procurement needs of departments, determines appropriate procurement method, identifies problems and takes responsibility for corrective action
* Assess operational conditions and processes and make recommendations on special terms and/or provisions applicable to the Strategic Sourcing award strategy.
* Keeps management informed of potential problem areas
* Regular and frequent contacts (telephone, written and in person) with all levels of the organization to gather information and/or respond to concerns
* Develop and maintain strong vendor relationships and maintain internal customer and supplier relationships to ensure successful contract implementation and contract performance.
* Develop key performance indicators (KPI's) for the purpose of managing contract performance for compliance with contract deliverables, conducting business reviews and working with cross functional teams including, Purchasing and business stakeholders to address pricing and service performance concerns.
* Develop and maintain strong vendor relationships and maintain internal customer and supplier relationships to ensure successful contract implementation and contract performance.
* Conduct research, skillfully gather, analyze and interpret information, and present data in a succinct and well-written manner.
