Responsibilities

Project Overview:

    Redefine and refocus capture management for REI by developing new capture processes and/or modifying existing processes.
  • Coach, mentor, and lead capture professionals and Delivery teams in the art of capture
  • Working with the Business Development and Delivery teams, identify and qualify opportunities and grow the pipeline
  • Participate in leading the REI Growth Team including identifying, recruiting, and hiring of new Growth Team talent
  • Lead development and implementation of large deal capture plans (win strategy, timeline, and backlog), ensuring it is maintained, up to date, and properly reported
  • Perform gap analysis of REI capabilities against customer requirements and identifies past performance references

Position Overview:

  • Form and lead cross-functional opportunity pursuit teams of business developers, solution architects, analysts, business unit representatives, and proposal managers managing level of effort and direction
  • Engage support from corporate resources to support Opportunity Capture including Graphics, Marketing, Contracts, Recruiting, and Pricing
  • Act as Scrum Master for the opportunity capture team - setting objectives and grooming the backlog of tasks to ensure timely completion
  • Lead customer requirement influencing strategy, requirement interpretation and solution generation in collaboration with Business Development and Business Units
  • Lead partnering / teaming strategy and engagement with the team throughout the capture and proposal lifecycles in collaboration with Business Development and Business Units
  • Manage the capture budget
  • Lead stakeholder management and keep the Leadership Team informed and engaged, including timely escalation of issues needing resolution
  • Develop and execute the customer relationship management strategy in collaboration with Business Development
  • Assemble competitive intelligence and lead Black Hat sessions
  • Work with the Proposal Manager after solicitation release to implement the win strategy, participating as a color team reviewer
  • Lead capture on opportunities greater than $50 million and "must-win" opportunities
  • Provide training, mentorship, capacity management, budget management, and allocation of surge support for the REI Capture Team, deconflicting capture schedules and resources across the organization and ensuring all deadlines are achievable
  • Maintain the REI capture methodology and ensures consistent use across the organization
Qualifications

Basic Qualifications:

  • 8 to 10 years in IT Federal civilian government contracting experience with generalist capture manager like Department of Treasury, Department of Commerce, USTPO, IRS,FDIC, Census ETC
  • 8 years' experience as a Capture Manager
  • Proven experience capturing opportunities in the Federal civilian market valued over $50 million

Education: Bachelor's degree from an accredited university or master's degree.

Location/Remote: Hybrid model. The candidate will split their time working remotely and in an REI office location. The amount of days split between the 2 locations will be determined on current & upcoming projects.
