Job Description
The Network Operations Lead will support the Enterprise Infrastructure Management and Customer Support Service contract. The Network Operations Lead is responsible for managing the staff and all aspects of the network operations (Service Delivery) lifecycle to provide high quality, repeatable, highly available and sustainable network support services, and processes. The Network Operations Lead will lead the team in managing, planning, monitoring, and reporting on the network support services and project execution for network operations and business-related projects. They will be charged with managing and maintaining a highly trained technical NOC staff of Tier II and Tier III network engineers and network support technicians. They will be responsible for ensuring infrastructure availability that meets established SLAs. The Network Operations Lead will be expected to keep abreast of industry best practices, new technologies, and plan/advise on project implementations.

This role will include, but will not be limited to the following responsibilities:
  • Perform supervisory and staff management duties
  • Mentor technical team of network engineers, system administrators and NOC operators
  • Provide technical guidance for directing, maintaining, and monitoring all network operations and projects in a 24/7/365 environment
  • Oversee implementation of secure network architectures, customer IS requirements, operational concepts, and security authorization plans and procedures for assigned programs
  • Monitor all SLOs for the NOC and provide timely reports
  • Participate in various meetings and project discussions to ensure an understanding of new LAN / WAN designs or implementations and the impact to the enterprise network
  • Prepare or participate in developing specific NOC performance reports
  • Provide support in the translation of business requirements into telecommunications (e.g., LAN, MAN, WAN, Voice and Video) requirements, designs and orders
  • Provide in-depth engineering analysis of network/telecommunications alternatives for the customer in support of their strategic modernization efforts and network/telecommunications enhancement design for medium and large-scale network/telecommunication infrastructures
  • Provide interface support to network/telecommunications end users, telecommunications operations personnel, and telecommunications strategic program management
  • Oversee daily management and support of the following NOC functional areas that include, but are not limited to:
    • Wireless LAN
    • Voice over internet protocol (VoIP)
    • Firewall management
    • Internet Protocol (IP) address management
    • VPN support for all connections, including external sites
    • Understand dynamic multipoint VPNs
    • Storage Area Network (SAN)
    • Enterprise Backup Systems
    • Enterprise Encryption Systems
  • Provide the routine testing and analysis of all elements of the network facilities (including routers, switches, firewalls, Storage Area Network, backup systems, encryption systems)
  • Utilize software and hardware tools and identify and diagnose complex problems and factors affecting network performance
  • Troubleshoot network systems when necessary and makes improvements to the network
  • Manage regular process of identifying, assessing, reporting on, managing and remediating vulnerabilities across all enterprise endpoints, workloads, and systems
  • Manage multiple hardware and software related projects to maintain and modernize production and non-production infrastructure minimizing impact on production operations
  • Support all operational security requirements, to include, but not limited to:
    • System accreditation
    • Contingency planning IAW the C&A process
    • Network lifecycle management
    • Policy changes
  • Ensure the daily operational readiness for the major components of the network infrastructure
  • Manage and maintain LAN / WAN based traffic management systems to monitor network traffic and performance
  • Provide technical/management leadership on major network tasks or technology assignments
  • Establish goals and plans that meet project objectives
  • Participate in client negotiations and interface with senior customer management
Required Skills/Experience:
  • Must be a U.S. Citizen and successfully complete a T2 Public Trust background check
  • Bachelor's degree, preferably in an IT discipline, or equivalent IT work experience
  • Ten (10) years of network experience in progressively responsible roles
  • At least five (5) years in a direct supervisor capacity with experience managing a NOC supporting a large enterprise level operation
  • In-depth knowledge of OSI Model Layer 2/3 protocols
  • In-depth knowledge of network security protocols; including Firewalls, and Zero
  • In-depth knowledge of network management
  • Experienced in using Network Management Software
  • Must provide proof of full COVID-19 vaccination or be able to receive approval for a legally recognized exemption from the vaccination requirement for federal government contractors. If exempted from the vaccination requirement, must be willing to take COVID-19 tests, perhaps multiple times per week. Additionally, must be comfortable wearing a mask and adhering to social distancing requirements, regardless of vaccination status, unless the position is 100% telework
  • Experience in analysis, implementation and evaluation of current IT processes and workflows to help the organization run efficiently and effectively
  • Excellent organizational, leadership, and communication skills
  • Able to manage multiple priorities while balancing urgent requests with shifting timelines and deliverables
Preferred Skills/Experience:
  • One of the following Cisco Network certifications:
    • Cisco Certified Network Professionals (CCNP)
    • Cisco Certified Network Associates (CCNA)
  • ITIL v4 Foundations
  • PMP certified
  • Experience in SD-WAN technologies
  • Experience in cloud technologies
  • Experience with BIG-IP F5, EM7 Enterprise Monitoring, Dell/EMC SAN, Dell EMC VxRail or equivalent technologies
