POSITION SCOPE 
IFES is looking for a Senior Conflict & Displacement Officer. The ideal candidate will have experience with conflict resolution and/or work with internally displaced persons or refugees and excellent program management skills.  

The Senior Conflict & Displacement Officer will report to the Senior Global Advisor for Conflict, Displacement & Minority Rights (Senior Advisor) and will be responsible for providing operational and technical support to the portfolios of: 

• Election security & conflict resolution
• Impact of climate change on elections and displacement 

The Senior Conflict & Displacement Officer will support the Senior Advisor in developing IFES’ thought leadership; developing new programmatic responses; building partnerships with mission-aligned institutions and individuals; and facilitating internal, cross-divisional communication on this agenda.
 

MAJOR DUTIES AND RESPONSIBILITIES:
 

  • Technical assistance and innovation: Under the guidance of team leadership, support the development of new tools and resources for programming on relevant topics. Provide research support and other inputs as requested in the development of assessments, research methodologies, and publications. Administer and support management projects.
     
  • Outreach and partnerships: Support team leadership working relationships with external stakeholders. Attend events and initiatives on behalf of IFES as requested and support development of material to promote IFES’ programming in this portfolio.
     
  • Business development and program design: Support business development efforts. Contribute to and review IFES’ program design efforts, including proposals, concept notes and options papers.

  

POSITION REQUIREMENTS:

EDUCATION: Bachelor’s Degree required. Master’s degree in a related field preferred.

LANGUAGE SKILLS: Fluency in English is required. French, Spanish, or other regional language skills a plus.

EXPERIENCE: Minimum 4-6 years of experience in related field required. 

RELATED SKILLS AND KNOWLEDGE:

  • Decision Making/Problem Solving: Multi-factor decision-making requiring research and analysis, subject to supervisory guidance. Analyze and interpret issues, propose and implement solutions relying on knowledge of professional standards, principles and sound judgement. Initiate contact with staff in other departments to exchange substantive information and coordinates activities necessary to achieve work goals. Authority to make decisions on issues of program design and financial oversight for assigned projects.
  • Fiscal Responsibility: Participate in project budget planning. Critical review and reporting of project financials in partnership with Program Administration team. Authority to research, negotiate, and recommend purchases of materials, equipment and logistical arrangements.
  • Relationships: Develop and maintain collaborative relationships, which require highly developed interpersonal skills, involving active listening and problem solving, to assure desired outcomes. Seek opportunities to improve working relationships and work outcomes with internal and external partners.
  • Supervision Exercised: May supervise entry level positions, including interns or fellows. Participate in planning and implementing work activities and contribute to evaluation of results.
  • Accountability: Hold self and others accountable to meet commitments and act with a clear sense of ownership. Establish clear responsibilities and processes for monitoring work and measuring results.
TRAVEL: No travel is required but opportunities may arise.  
WORK AUTHORIZATION: Candidate must be authorized to work in the United States of America.
