Job Description
Position Summary

This position is responsible for the development of education, training programs and other support services that address the needs of West Virginia’s women-owned businesses, with an emphasis on socially and economically disadvantaged entrepreneurs.  The Women's Business Center (WBC) Director will: provide 1:1 counseling to clients; manage human and financial resources of the organization to achieve the Women’s Business Center mission; raise program funding from SBA and non-federal matching funds from foundations and other private funders/sponsors; and oversee management and reporting of the Center’s finances and programmatic activities to the SBA. The WBC Director will also develop and foster partnerships with other Resource Providers across the state to serve the businesses of West Virginia in the most effective and efficient manner.

Responsibilities    
 
  • Provide 1:1 counseling to women small business owners and economically and socially disadvantaged entrepreneurs.
  • Provide strategic direction and guidance on the WBC’s vision
  • Develop training and counseling programs for women entrepreneurs
  • Plan and oversee the execution of WBC’s conferences, seminars and other special events on a state-wide basis
  • Interview, evaluate and contract with presenters/trainers for programs
  • Collaborate with NCIFund Associate Director to achieve organizational goals and objectives
  • Oversee WBC’s financial reporting and manage WBC budget, with support from NCIFund Finance Team
  • Review and approve expenditures of WBC
  • Report performance activities quarterly to SBA using the linked data reporting system
  • Establish partnerships with state agencies and other Resource Providers
  • Manage WBC staff, including but not limited to approving timesheets, PTO requests, and conducting regular performance reviews
  • Oversee all marketing and outreach, WBC newsletters, marketing materials, etc. and manage any third-party contractors
  • Oversee the WBC database and any related CRM system(s)
  • Other duties as assigned by NCIFund to ensure the effective management of the WBC


Position Qualifications
 
  • Bachelor’s degree in Business Administration or in a related field with 6+ years’ experience directly related to the duties and responsibilities specified
  • Proficiency in entrepreneurship and business management
  • Budget and financial management experience
  • Strong proficiency in Microsoft Office Suite and ability to utilize IT applications and work/communicate effectively with team and partners remotely
  • Excellent oral and written communication skills, strong interpersonal skills and commitment to collaboration
  • Working knowledge and experience with small business counseling, curriculum development, and QuickBooks and preparing financial statements strongly preferred

Note also that attention to detail and ability to meet deadlines are critical for programmatic success.

Program Highlights  
 
  • The Small Business Administration is the program partner and the funding agency for the WBC. 
  • There exists a cooperative agreement between the SBA and NCIFund which details program goals, objectives and expected outcomes.
  • The program service area is entire State of West Virginia.
  • This job requires regular travel, including overnight travel, both in-state and out-of-state.
  • Collaboration with other NCIFund programs is required; collaboration with other Resource Providers is highly recommended. 

NATURAL CAPITAL INVESTMENT FUND Organizational OvervieW

Natural Capital Investment Fund (NCIFund) is a US Treasury certified CDFI (community development financial institution), and the only statewide CDFI in WV.  It received a multi-year grant from the SBA in March 2020 to support the Women’s Business Center – West Virginia. 

NCIFund lends and delivers technical assistance to enterprises that promote a healthy environment and healthy families in West Virginia, North Carolina, and the Appalachian regions of surrounding states. We manage $50 million in assets and lend $12 M - $15 M per year. Through 2019, NCIFund has invested more than $72 M in 340 enterprises that have created or retained over 6,200 jobs, primarily for low and moderate income individuals.

Roughly ½ of the businesses we support are owned by women or minorities, and ¾  are in rural or economically underserved communities. NCIFund believes capital alone is not enough to generate the economic boost these communities deserve.  So, we deliver over 4,000 hours of technical assistance annually to prospective borrowers and portfolio companies, making sure they are well-equipped to make the best use of NCIFund’s loan capital. 

NCIFund meets its mission as a CDFI by supporting triple-bottom-line (TBL) enterprises that promote equity, protect the environment, and grow the economy. These include healthy local food and specialty agriculture; renewable energy and energy efficiency; eco- and heritage tourism; child and adult day care; primary health care providers, and small town main street redevelopment.
