Position Overview

The Office of the Chief Academic Officer’s (OCAO) Fiscal Team is responsible for allocating and monitoring Local, State and Federal Funds awarded to the District of Columbia Public Schools OCAO. The Fiscal Team is responsible for implementing internal controls and all fiscal management to ensure that all funds are used consistently with the goals and mission of the district as well as Federal and Local Government Standards.

The Budget Analyst reports to the Administrative Officer.

Responsibilities

* Performs a wide variety of program planning and development as well as data collection and analysis activities including budget formulation and justification providing fiscal support to all programs in the OCAO.
* Collaborate with program managers to develop and monitor quarterly performance measures and effectiveness of fiscal activities for past and prospective programs, providing extensive written justification for proposed request for funds that are tied to program needs.
* Recommends changes in existing procedures to provide better program budget management and application; assists in the development of procedures and instructions by agency divisions and program managers in presenting operating and budget requests.
Reviews program allotments request and actions; recommends program approval, modifications, or disallowance based on established program plans, fiscal or policy considerations.
* Compiles relevant information and derives best practices for broader dissemination for current and future programs activities.
* Maintains accurate records of purchase orders and ensures invoices for payment correspond with purchase orders and contract documents.
* Provides technical support assistance for data captured and report generation or analysis efforts
* Develops detailed work schedules with stringent timelines and detailed plans and objectives for short and long range implementation and monitoring of the programs or develops criteria for evaluating and monitoring program operations
* Synthesizes data, develops recommendations for identified problem areas, proposes short- and long-term system actions to implement, and implements plans under manager’s supervision
* Evaluates the likelihood and consequences of non-compliance and/or deficiencies in DCPS procedures and plans
* Supports and carries out the Chancellor’s mission to transform DC Public Schools and close the achievement gap
* Performs other related duties as assigned

Qualifications

Required:
* Bachelor’s degree (Undergraduate major involving quantitative analysis)
and 2-4 years work experience
* Work experience involving significant quantitative and qualitative analysis required.

Preferred:
* Master’s degree involving quantitative analysis
* Prior Previous experience in education

Educational Requirements

Bachelor's degree required; master's preferred.
