Position Description

Independently plans complex solicitations for all types of supplies
and services, including IT resources, using negotiated procurements,
sealed bidding, and simplified acquisition procedures. Serves as the
lead negotiator during contract negotiations; coordinates with
technical, program, and legal personnel. Awards contracts and
performs detailed contract administration functions.
Responsible for providing contracting support that meets the
objectives of OCC's long range automation programs and initiatives.
This includes responsibility for contractual strategy and planning
for OCC's contractual requirements.

Meets with OCC management at appropriate levels on a weekly basis to
formulate contracting strategies and advise on contracting actions.
Also meets with employees at all levels on all types of procurement
issues and concerns. Provides advice and technical expertise to
employees at all levels of the agency and maintains up-to-date
knowledge of clients' procurement requirements, and serves as
Acquisition Management's subject matter expert on the clients'
professional fields.

Creates and maintains effective communications with other agencies
and private industry to stay abreast of current trends in
contracting. Interprets and implements the Federal Acquisition
Regulation, the Department of Treasury Acquisition Regulation and
applicable agency directives. Also researches and interprets protest
decisions issued by the GAO and General Services Board of Contract
Appeals to assist in developing and implementing policies and
procedures of OCC procurement.

Performs administrative duties such as preparing complex statistical
and technical reports and responding to correspondence from the
Treasury Department.
