Organization
Center City is a new organization, with a long history in Washington, DC. Once a consortium of Catholic Schools, Center City converted the summer of 2008 into public charter schools. The Role of the Senior Manager of Human Resources
The Senior Manager of Human Resources will coordinate development and implementation of high quality and proven human resource practices. The Senior Manager of HR will work with the COO to develop a talent strategy that builds upon existing components of a performance management framework. S/he will collaborate closely with the school Principals, the Head of Schools and the Director of Curriculum and Instruction to develop tools and processes to ensure our teachers and administrators have the support necessary to grow at Center City PCS. S/he will oversee recruitment, compensation analytics, employee retention programs and HR compliance.
Areas of Responsibility & Accountability
• Collaborate with senior leadership and consultants as necessary to develop a talent plan that supplies procedures, tools and resources to managers at Center City PCS in support of recruiting and developing top talent
• Ensure that the talent plan and performance management framework consistently identify foundation skills, functional skills and role specific performance required for all positions, as well as specific examples for performance levels mapped to these skills
• Work with academic leadership to build a performance management framework that seeks to enhance the ability, engagement and aspiration of teachers and administrators (same for central office)
• Analyze the compensation program to ensure salaries and benefits are benchmarked and competitive
• Direct the administration of benefits programs including: health, vision, dental, disability, term life and retirement
• Lead the design and implementation of an employee satisfaction survey
• Advise Center City on HR compliance matters and develop improved processes to address grievances and mediate workplace disputes
• Maintain HR departmental goals, work plans and operating procedures that support strategic plan for Center City PCS
• Oversee staff recruitment planning and execution
• Build and maintain relationships with partners and organizations that can help source talented applicants
• Oversee employee orientation programs that emphasize the critical importance of welcoming and integrating new employees into our culture

• Organizational staffing levels to accomplish Center City goals and objectives
• Strategic Talent Plan mapping recruitment, on-boarding, development & retention activities
• Comprehensive and competitive salary and benefits program, as evidenced by 75% or more staff satisfaction expressed in annual surveys
• 85% quality staff retention annually
Skills & Qualities Sought:
• Experience in education preferred (e.g., former teacher, counselor, school-based employee)
• HR experience required
• Experience in program evaluation, analysis, strategic planning, execution and change management
• Strong project management skills to integrate consultants and guide work planning
• Knowledge of organization development theory and practices
• Demonstrated ability to maintain effective relationships with all departments and managers in a team-oriented environment
• Leadership experience managing and motivating a team to perform at a high level
• Superior oral and written communication skills as well as interpersonal skills to mediate disputes
• Knowledge of federal and local employment, wage and salary rules and regulations
• Bachelor’s degree required, master’s degree in business or HR preferred
• Professional certification by SHRM or similar is preferred
