| Job Duties and Responsibilities | Responsible for direct supervision/management of the security staff. Manages all aspects of the DOD, DOE, or other industrial security program and other security activities, ensuring compliance with government and company security policies and procedures. Reviews and investigates non-compliance issues. Provides Subject Matter Expertise (SME) in the area of Emergency Management planning, analysis, and training to a U.S. Government Client; including all aspects of the DHS, DOD, DOE, or other security programs and security activities, ensuring compliance with government and company security policies and procedures. Reviews, analyzes, and advises clients about non-compliance issues, and provides recommendations for corrective action options. Participates as a member of a contractor team which provides general and direct support to a Government agency client, including assisting in their implementation / sustainment of: Emergency Management, Continuity of Operations Program (COOP), Occupant Emergency Program (OEP) and Emergency Preparedness programs. Provide Administrative and Technical Support, Strategic Planning and Implementation, Security Outreach and Communications programs, and support the review and improvement of agency, Policy and Standard Operating Procedure Development processes. Develops and presents training events, classes, conferences, etc. Reviews and investigates non-compliance issues. As required, temporarily acts as the Lead Supervisor of employees assigned to the contractor support team. Requires minimum of eight (8) years experience in a DoD, DoE, DHS, or other government security program and in-depth knowledge of DHS, DoD, DoE, or other government security regulatory manual. Experience must include supervisory/management responsibilities. Requires experience and knowledge of Emergency Management, Continuity of Operations Program (COOP), Occupant Emergency Program (OEP) and Emergency Preparedness, Administrative and Technical Support, Strategic Planning and Implementation, Security Outreach and Communications and Policy and Standard Operating Procedure Development processes; successful candidate must have a minimum of five years experience in Emergency Management, Continuity of Operations, Emergency Communications, or Occupant Emergency Programs, with two of these in management, organization, and supervision of a Continuity of Operations, Emergency Communications, or Occupant Emergency programs. Must have Three (3) years experience as a Training Developer or Project Manager on New Systems under development - a plus is experience as a Training Developer and/or Project Manager of Developing Systems, including technology inserts and upgrades (i.e. someone who worked on the Unmanned Aerial Vehicle development or components of that). Must have experience in working directly with government management to define goals, coordinate with team members and produce all task order deliverables. Must demonstrate a solid State or Federal Government level of experience in meeting client requirements Must have excellent customer service skills, and written and oral communication skills. Must understand project management and delivery of products from a milestone based methodology. Should have experience with writing/interpreting OPLANS, CONOPS, mobilization plans and ops, etc. Able to write Executive Summaries, technical reports, tasker lists, etc. Prefer candidate Certified Business Continuity Professional (CBCP) and/or Certified Emergency Manager (CEM). |
