Directs the day-to-day operations of the CapRock Government Solutions (CGS) Accounting Department. Responsible for the timely and accurate reporting of all financial data within CGS and to our parent company CapRock Communications. Also providing financial reports required by company management and regulatory agencies. Directs and controls the general accounting and cost accounting functions. Supervises the General Accounting Manager and the Project Accounting Supervisor.

• Maintains the Deltek Costpoint accounting system ensuring the accurate presentation of financial results.
• Monthly GL closes and balance sheet reconciliations
• Oversees revenue recognition and quarterly estimate at completion updates for contracts
• Issues financial reports in order to provide management with a precise review of the corporation’s financial position.
• Responsible for compliance with all federal, state and local corporate, payroll and other applicable taxes.
• Manages the accounts receivable, accounts payable, payroll, general ledger, and collection functions.
• Coordinates audits by outside independent auditors and regulatory agencies; oversees preparation of requested items.
• Establishes and maintains accounting policies and procedures.
• Publishes a monthly accounting calendar.
• Ensures timely billing of work and the collection of accounts receivables.
• Monitors cash disbursements and receipts to allow for maximum utilization of the company resources
• Other duties as assigned
• Maintain fixed assets ledger
• Support the development of the annual incurred cost submission to DCAA
• Lead implementation of Deltek Expense Report module, and upgrade to ADP Pay Expert
• Training of accounting staff
• Look for ways to improve processes and controls already in place and/or implement new ones that are needed
Supervisory Responsibilities:
• Supervises the General Accounting Manager and the Cost Accounting Manager and oversees the entire accounting staff.
Competency:
The position requires experience within the following areas:
• Strong experience with Government Federal Acquisition Regulation’s (FAR) and Cost Accounting Standards (CAS)
• Ability to read, understand and apply contracts from a financial perspective
• Knowledge of Fixed Price, T&M, and Cost Plus contract types
• Multiple divisions and multiple cost pools
• Generally Accepted Accounting Principles
• Multi-state payrolls
• Financial Statement preparation
The CGS Controller must possess:
• Proven interpersonal skills and the ability to perform as a leader;
• Ability to work closely and collaboratively with all members of the Leadership Team to achieve corporate growth objectives.
• Knowledge of GAAP
• Knowledge of Federal, State, and Local tax laws and regulatory requirements
• 10+ years experience in accounting and within the government contracting arena
• Prior supervisory experience
• Hands on experience with Deltek software
• Experience mentoring accounting staff, conducting indirect rate analyses, interfacing with operational and executive management, developing allocation schema, liaison with DCAA and external auditors
• Excellent computer skills to include MS Office tools (MS Word, MS Excel, & MS PowerPoint)
• Bachelor degree (B.A) or (B.S.) in accounting from a four-year college or University and advanced degree a plus
• CPA preferred, but not required
