CGS Special Operations provides Program Management and Professional Services to organizations within the Intelligence Community in support of Satellite Communications and Information Technology mission requirements.

Positions requires a thorough understanding of Government contracting principles and processes. Individual assigned to this role will work closely with both customer personnel and CGS staff, and will ensure all contract deliverables are completed on time and within budget.

Responsibilities:
This position is for a full time position for a Engineering/Program Manger to support Special Operations contracts and programs

Establish and maintain a close, professional relationships with Contracting Officer's and Contracting Officer's Representatives
Responsible for all aspects of program management to ensure contract requirements and deliverables are on schedule and within budget.
Single point of contact for coordination of contract requirements and services
Develop a complete familiarization with and understanding of all contractual requirements.
Work closely with CORs to develop contract modifications (ECPs) for organic growth of program funding
Anticipate COR requirements and prepare alternative solutions and cost estimates
Prepare and present monthly program reviews to CapRock Government Solutions Senior Executives
Maintain Program files/records in accordance with ISO 9000 QMS procedures
Actively pursue opportunities to develop new business within NSA. Requires spending a significant amount of time at the customer site, investigating needs, preparing solutions and cost estimates.
Work closely with the Business Area Managers and Executive staff within CapRock Government Solutions to identify and support capturing new opportunities.
Participates in proposal development efforts as required, including writing, editing, research, review teams, cost estimates, and production.

Supervisory Responsibilities:

The Engineering/Program Manager will coordinate with CapRock Government Solutions engineering staff, subcontractors and equipment vendors to ensure that all service and products are completed on schedule and within budget. Position requires extensive coordination and interaction with other business unit managers, and contracting and accounting staff throughout the corporation, and with sub-contractors/vendors.

Knowledge - Skills & Attributes:

A thorough understanding of Government contracting principles and processes.
Past experience in managing programs for Telecommunications, Information Technology, or SETA services with proven success record in meeting contract delivery schedules on time and within budget.
Must possess a broad knowledge of Telecommunications and Information Technology Systems.
Must have proven track record in developing and obtaining significant organic growth on existing programs.
Specific MPO customer knowledge and network is required. Must possess excellent interpersonal skills in customer relationship building.
Must have excellent communications skills, in both written and oral form.
Must be proficient with MS Office applications (PPT, EXCEL, WORD, PROJECT, etc.)
