Position Description

This position reports to the VP of Business Development to oversee the establishment of libraries and basis of estimating. Development of proposal plans and strategies. Oversee the management, cost, technical and executive summary volumes as required. Conduct proposal review meetings. Directly supervises five employees in the business development department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Provide support for the strategic advancement of the business unit.
Interview, select , and oversee Subject Matter Experts
SWOT Analysis of current contracts that are up for rebid
Participate in public relations activities.
Managing multiple projects with competing priorities.
Responsible for the reduction of Corrective Action Requests
Oversees the establishment of libraries and basis of estimating. Develops proposal plans and strategies; writes and technically edits as required; integrates all proposal activities; chairs proposal review meetings with program/project managers and contracts.
REQUIREMENTS INCLUDE:
Bachelors Degree in related field and 10 - 15 years of related experience and/or training; or equivalent combination of education and experience.
Must have experience with entire federal proposal lifecycle including production, coordination of technical volumes, logistical and administrative aspects of proposal development and delivery.
Should possess 10 years of proposal development/business development experience in government services environment, and have experience and knowledge of military and government procurement process.
Proven track record of spearheading process improvement designs and work flow integrations for writing teams and consultants.
Able to demontrate winning track record on various types of large, multi-million dollar government contracts
Must be able to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public. Able to work with spreadsheets. Should have knowledge of Database software; Internet software, Order processiong systems, Project Management software, Spreadsheet softward and Work Processing software.
