Planned Parenthood Federation of America Washington, DC PRIMARY FUNCTION/PURPOSE: The Director, under the guidance of the Vice President, will provide vision, leadership and direction for PPFA’s policy development and Federal government relations. The Director will represent PPFA on the Hill, and supervise policy staff, as well as the development of policy, and resources for the Hill and affiliates. DUTIES AND RESPONSIBILITIES * Oversee all lobbyists and federal support staff and their work, including planning and strategy on all pro-active and defensive initiatives, legislative tracking, Hill materials and relationship building. * Supervise Assistant Directors in their work, including the development of policy positions, model legislation, regulatory analysis and comment, as well as resources and support to affiliates and state offices on state policy. * Offer direction and support to strategically engage affiliates and state offices with federal and state elected and appointed government officials ( including but not limited to members of congress, key agency staff, Governors, state health officials, etc), assuring that affiliates and state offices have needed information and resources to advance our policy goals. * Develop Planned Parenthood’s proactive policy agenda and positions on all policy-related matters. Draft and introduce federal legislation and promote model state legislation, amendments and supportive materials to drive PPFA’s legislative and regulatory agenda and protect against attacks on women’s health / Planned Parenthood. * Provide information and training to affiliates and state offices to develop or further reinforce their state-level public affairs capacity to support the advancement of priority federal and state-level policy campaigns through lobbying, as well as earned media, grassroots and grasstops organizing.. * Create a coordinated strategic approach to engage Members of Congress as champions for our pro-active agenda as well as in the reactive battles. * Work in partnership with the Field and Political Director to integrate Planned Parenthood’s field, political and policy work; Leverage Planned Parenthood’s power as a nationwide, essential community provider with an extensive grassroots network and powerful brand in support of our policy agenda. * Collaborate with other PPFA colleagues, including but not limited to those in medical affairs, affiliate business development, litigation and law, to ensure integrated, coordinated work that supports Planned Parenthood’s business interests. * Serve as a resource to media on government relations issues. * Act as spokesperson at conferences and events. * Coordinate work of department on internal meetings and conferences with government relations components POSITION SCOPE: Establishes and monitors work standards and procedures and leads development, implementation and evaluation of entire government relations work and objectives, and where appropriate, ensures that activities are integrated into the work performed by other departments or divisions. PROBLEM-SOLVING: Solves critical and complex challenges for the GR department, including overseeing the problem-solving challenges and strategizing for other staff. This includes congressional and federal strategy, policy development and goal-setting for the PPFA. The position must have and use in-depth knowledge of the issues facing PPFA and our operating environment and decisions must consider organizational impact. KNOWLEDGE: The position requires job knowledge of the full range of policy matters facing Planned Parenthood including health care financing and reform, reproductive rights and justice, sex education and congressional appropriations. It requires extensive knowledge of governmental and congressional operations. The position also requires extensive knowledge of internal PPFA operations and departments. Further, the position requires stepped up knowledge of management techniques, practices and theories and ability to develop programs. Must have a level of expertise that enables the Director to have a broad perspective in developing programs or operations, and to translate plans into action. FISCAL RESPONSIBILITY: Development and administration of department budget along with monitoring income and expenses and reporting significant variances to assure conformance with approved budget. CONTACTS: Internal Contacts: Regularly interact with senior management staff or volunteer leadership to present and discuss work plans and priorities, and to report work status. The job performance ensures that PPFA achieves its business goals. The position will initiate and develop a broad range of important contacts that directly affect the reputation and business dealings of PPFA or its programs. External Contacts: Initiates and develops a broad range of important Congressional contacts that directly affect the reputation and business dealings of PPFA or its programs. Responds to critical and controversial issues. Actively seeks new contacts to expand PPFA’s sphere of influence on a national and/or international scale. SUPERVISION: Directly supervises both supervisors and other staff members and is responsible for all related personnel actions. POSITION REQUIREMENTS: Education: Juris Doctorate (JD) or Master’s Degree preferred but not required and related work experience. Years of Experience: Minimum of 10 years - Congressional or Administration experience is preferred. Type of Experience: Directly related work experience required; previous supervisory and/or management experience required. Skills: Strong writing skills with an emphasis on persuasive writing and editing, plus public speaking skills. Training and advocacy skills, understanding of reproductive health issues, legislative (both state and federal) and legal process. Mediation and customer service skills; problem resolution/negotiation skills. Computer literacy (word processing, database or spreadsheet applications). Other Requirements: Knowledge of diverse groups, working with a multicultural workforce and sensitivity and appreciation to cultural differences is required.
