ARServices is seeking an Acquisition Specialist to work in the Ft. Belvoir, VA area.

An Acquisition Specialist will join our team to support the Defense Threat Reduction Agency (DTRA) Research & Development Directorate (DTRA RD). In this position you will provide Advisory and Assistance Services (A&AS) to support the RD Operation Department (RD-OP). Overall duties involve providing project management and acquisition support to the Department's acquisition team that manages the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs for RDT&E.

A qualified candidate will perform the following duties and responsibilities, but are not limited to:

  • Support DTRA program managers in development of Planning, Programming, Budgeting and Execution (PPBE) process documentation.
  • Conduct market research to support DTRA acquisition strategy checklists.
  • Prepare purchase request acquisition documentation.
  • Maintain and track progress of purchase request packages in the DTRA automated purchase request system. If any issues arise, address them promptly.
  • Manage division spend plan in coordination with finance and the lead division PM.
  • Track work progress and funds expenditures using division designated tools.
  • Provide real time analysis of project cost/schedule/performance.
  • Develop project documentation and briefings.
  • Interact with DTRA's acquisition, finance and other personnel and communicate and interact with multiple government agencies and performers as necessary.
  • Consolidate, maintain, and present macro level information on all contracts to leadership. Those contracts will include ones held by the office or those that are leveraged from other offices. Accuracy is paramount because financial decisions are based upon this information.
  • File contract and budget documentation, invoices, reports, etc. and maintain OPI's contract filing system that meets DTRA's requirements.
Requirements

Security Clearance Requirement:

Active/current Secret clearance is required. Current TS/SCI is highly preferred.

Required Qualifications:

  • Bachelor's degree in business, accounting, finance, or technical discipline.
  • 10+ years of relevant experience.
  • Outstanding writing and interpersonal skills.
  • Experience in, or a demonstrated ability to learn, DoD program management and PPBE processes.
  • Fluent in Microsoft Office products to include Word, Outlook, and PowerPoint. Superior skills in Excel. Experience using and creating SharePoint pages.
  • Experience developing and reviewing proposals from broad area announcements (BAA).
  • Ability to read proposals, contracts, the mods and sections for accuracy, issues, and extraction of meta data to assist management in oversight.
  • Ability to manage large volumes of data and multiple schedules.
  • Acquisition or financial experience.

Preferred Qualifications:

  • Experience with the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs.
  • Experience in, or a demonstrated ability to learn, DoD program management and PPBS processes.
  • Experience in support of the Defense Threat Reduction Agency or a similar military staff.
  • Experience in RDT&E management to include technology readiness levels and 6.1, 6.2, and 6.3 funding.
  • DoD acquisition experience.
  • DoD program management, PPBE, and DoD/federal acquisition.
  • Certified Project Management Professional.
  • Completion of applicable Defense Acquisition University PM Level II courses.
  • Completion of DTRA PM specific courses.
  • Knowledge of/familiarity with PIEE, WAWF and EDA systems (Procurement Integrated Enterprise Environment Wide Area WorkFlow, Electronic Data Access).
  • Experience writing small business proposals.
  • Ability to read contract monthly reports and ascertain their accuracy and report issues to management and COR for discussion and/or action.
