Job Description
The Associate Vice President, Deputy General Counsel for Employment and Immigration is a key team member in the Office of the General Counsel reporting to and performing services under the direction of the Senior Vice President and General Counsel for VCU Health System. The role provides legal support to clients across VCUHS, with a focus on advising and counseling on day-to-day as well as non-routine employment, labor, and related compliance matters, drafting and reviewing employment-related agreements, drafting position statements and other submissions to state/federal administrative agencies, conducting training, and supporting internal investigations.

In addition, the AVP Deputy General Counsel for Employment and Immigration oversees internal and external counsel on immigration and employment laws and regulations. Finally, this role is knowledgeable on immigration and employment laws and regulations.

Essential Job Statements

  • Work closely with clients to develop best practices, training, and labor and employment strategy.

  • Provide timely advice on a broad range of day-to-day matters including hiring/background screening, leave of absences/accommodations, termination/discipline, wage and hour, immigration, and benefits.

  • Lead or assist in leading strategic-focused projects that have employment or labor law implications.

  • Identifies legal risks and applies relevant laws and organizational policies in developing effective strategies for resolving or responding to issues and risks.

  • Review, draft, and advise on employment-related agreements, including employment agreements and separation agreements.

  • Assist and support clients through employee and compliance investigations.

  • Draft position statements and other submissions such as responses to state and federal requests for information needed to respond to administrative agencies and handle related mediations.

  • Negotiates and advises on contracts, new business ventures, and transactional matters.

  • Stay abreast of developments in federal, state, and local employment and labor law and assist in the development and implementation of related compliance plans

  • Advises internal clients on immigration and employment laws and regulations.

  • Develop/update policies and guidelines in collaboration with Human Resources.

  • Preparing and filing immigration and employment-related documents.

  • Provides legal advice to internal clients on immigration and employment-related matters.

  • Conducts legal research and investigation of claims and defenses; develops oral and written advice and presents recommendations to management.

  • Reviews and develops policies and procedures to ensure legal compliance. Review and advise on compensation and benefits plans.

  • Oversees projects and works with outside agencies engaged to assist VCU Health to include the review, direction, and supervision of any outside counsel or agency's legal work.

  • Works collaboratively with the paralegals and other attorney and non-attorney staff assigned to work on specific projects throughout VCU Health.

  • Ensures responsibility and visible commitment of diversity equity and inclusion strategy, programs, and initiatives through collaboration and implementation of initiatives across the health system.

  • Performs other duties as assigned and/or participates in special projects in order to support the mission of VCUHS and department.

Employment Qualifications


Required Education:

Juris Doctor or equivalent degree from a law school accredited by the American Bar Association.

Preferred Education:

Licensure/Certification Required:

Admitted, or eligible for admission, to the State Bar of Virginia; professional license in good standing. / Virginia State Bar license in good standing.

Licensure/Certification Preferred:

Minimum Qualifications

Years and Type of Required Experience

A minimum of 10 years of legal work experience with a law firm or in-house legal department preferably performing legal services for hospitals, health systems, or integrated delivery systems.

5 years of leadership experience with significant business impact.

  • Excellent written, verbal, and listening skills.

  • Experience working with complex corporate organizations.

  • Excellent drafting and negotiation skills.

  • Experience with wage and hour law; workers' compensation; unemployment and other state agency claims; labor relations; employee benefits; employment agreements and policy-related issues; FMLA matters; and employment-related litigation, grievances, and arbitrations.

  • Experience drafting, revising, reviewing, and negotiating employment-related agreements including employment agreements and separation agreements.

  • Ability to identify risk, problem solve, and offer creative solutions to mitigate risk.

  • Ability to work collaboratively as a member of a lean team, while empowering business leaders and colleagues and emphasizing accountability.

  • Experience managing outside counsel and supporting e-discovery and related matters.

  • Strong business acumen and excellent project management, collaboration, and problem-solving skills.

  • Ability to manage and prioritize a large volume of concurrent projects.

Working Conditions


Periods of high stress and fluctuating workloads may occur.

General office environment.

Required to car travel to off-site locations, occasionally in adverse weather conditions.
