Overview

Intelligence Analyst SME 1 TSOU

Location: Vienna, VA

Clearance: TS/SCI w/CI Poly

Support the Terrorist Screening Center (TSC) oversight and management of the US Government's (USG) Terrorist Watchlist, also known as the Terrorist Screening Database (TSDB) as well as other national security watchlists. The TSC is a multi-agency organization that is administered by the Federal Bureau of Investigation (FBI) and receives support from: the Department of Homeland Security (DHS), the Department of State (DOS), the Department of Justice (DOJ), and the Office of the Director of National Intelligence

Responsibilities

* Support the Terrorist Screening Operations Unit (TSOU) coordinate operational notification and response on a 24 hours, 7 days a week, 365 day basis for all positive watchlist encounters identified by TSOC.

* Conduct research, provide appropriate notifications and disseminate necessary information relative to the encounter to FBI operational entities and various other federal, state, local, and international partners.

* Ensure that the TSDB is thorough, accurate and current by conducting research in several databases when a positive encounter is received.

* When appropriate, create and transfer operational assessments to FBI Field Offices for action.

* Conduct interagency coordination for encounters involving No Fly subjects on behalf of the FBI, Immigration and Customs Enforcement (ICE), DOS, and other Federal agencies.

* Document the actions taken to resolve each matter and provides encounter feedback to appropriate partners, as necessary.

* Communicate clearly and effectively, both orally and in writing, in order to tactfully and persuasively advise and guide executive management relative to a variety of issues which can be delicate in nature; includes making presentations and preparing complete, clear, and concise formal and informal reports, correspondence, briefings, charts, tables, and graphs that are distributed throughout the TSC and its partner agencies.

* Plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial TSC resources, and require extensive changes in established procedures.

* Quickly develop knowledge of the TSC's overall structure, missions, functions, policies, and programs in order to identify the impact and effect of study findings and recommendations on the TSC.

* Quickly develop knowledge of TSC program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments.

* Quickly develop knowledge of relationships with other programs and key administrative support functions within the TSC or partner agencies.

* Perform other duties as assigned.

Qualifications

Required:

* Bachelor's degree

* 2-4 years' experience with demonstrated:

o Expert knowledge and mastery in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and/or the improvement of complex management processes, systems, and procedures.

o Mastery knowledge of applicable theories, principles, practices, approaches, and techniques of research, survey methodology, and analysis concepts.

o Comprehensive knowledge of the range of administrative laws, executive orders, directives, policies, regulations, and precedents applicable to the administration of TSC programs.

* Extensive knowledge base in one (1) or more of the following disciplines: watchlisting, identity analysis, intelligence, law enforcement, United States military, and / or national security (counterterrorism, counterintelligence, transnational organized crime, and weapons of mass destruction) experience.

* Proficiency in Microsoft Office Applications.
