Provides ambulatory practice laboratory consulting support services to Directors, physicians, Site Managers and administration in ALL Carilion Family and Community Medicine practices, including VelocityCare locations. Provides direction and coordination to the continuous quality management and improvement activities for all of the labs in Family and Community Medicine practices. Will work with leadership in oversight of the application and management of all required technical licenses and certifications for the practice labs. The consultant will also be responsible for development and maintenance of lab policies and procedures. Responsible for the coordination and support of operational optimization and standardization efforts. Focuses on government compliance, quality and performance improvement. The Clinical Laboratory Consultant is responsible for the technical and scientific oversight of the laboratory. The Clinical Laboratory Consultant is not required to be onsite at all times testing is performed; however, he or she must be available to the laboratory on an as needed basis to provide consultation, as specified in paragraph (a) of this section. The Clinical Laboratory Consultant must be accessible to the laboratory to provide on-site, telephone, or electronic consultation and the technical consultant is responsible for:

  • Develops and maintains ambulatory practice laboratory quality control programs, audits and inspections processes. Assists with official audits and reports.
  • Design, establish and monitor quality control programs to ensure accurate tests results.
  • Operates as a clinical laboratory expert and support for leadership and the practice site staff and providers.
  • Develops and provides training of new lab staff and Site Managers and coordination of information between the Site Managers and RPDs.
  • Performs regularly scheduled laboratory operation reviews/audits. Evaluates testing to be sure it conforms within the license of each individual laboratory.
  • Reviews and maintains procedure manual to ensure that it is current.
  • Supportive of and insures compliance with applicable laws, regulations and policies.
  • Test, calibrate and fix equipment as appropriate. Trouble shooting equipment issues.
  • Assists in choosing tests with correct methodology, appropriate for clinical use and licensure of each lab.
  • Assists in establishing a training and competency program as required by CLIA, COLA, and other regulatory entities. Exhibits skills to utilize and train others in related EMR functions as needed to perform job duties.
  • May actively participate in practice acquisition and expansion opportunities.
  • Keeps informed, evaluates and, where appropriate, effectively recommends changes with reference to appropriate operations, auditing/review processes.
  • Assists in resolving concerns and issues that involve the laboratory and patient care.
  • Performs any other tasks relating to the operation of a medical laboratory practice that may be assigned or requested by the leadership.
  • Special projects, as determined by regional manager.
What We Require:

Laboratory Consultant to support all FCM laboratory locations. Assist with preparation for and completion of all laboratory inspections for Moderate, PPM, and Waived labs. Participate in policy and lab manual maintenance and instruction. Assist in ensuring high quality laboratory services are being provided by FCM clinical sites. Produce and present instructional materials for FCM clinical staff. Assist in problem resolution at FCM sites. Evaluate potential new initiatives in laboratory services. Define business case and ROI on proposals. Asist in liaison activities with Quest laboratories. Provide liaison with current laboratory vendors. Other project duties as needed to support FCM project management and leadership team.


Education: Bachelor's degree required. Post Bachelor's Medical Technologist education.

Experience: Five years experience as a Medical Technologist. Knowledge of medical practice environment required. Familiar with CLIA, COLA, and CMS regulations. Strong skills at evaluating technical problems and identifying possible solutions.

Licensure, certification, and/or registration: MT/ASCP and MT/AMT required.

Other Minimum Qualifications: Meets CLIA and COLA requirement for clinical consultant. Strong interpersonal skills to deal effectively with all levels of employees. Ability to motivate employees within the environment. Verbal ability is necessary to perform administrative duties using proper grammar, spelling and punctuation. Ability to analyze problems and consistently follow through on solution or delegation. Familiarity with electronic medical record. Strong skills at evaluating technical problems and identifying possible solutions. Experience with meeting CLIA, COLA, and CMS regulations at the practice level with waived to complex laboratories. Experience with instrument installation and troubleshooting including user support desired. Experience with the financial management and assessment of the practice based laboratory, including assisting with vendor negotiations desired.
