Fairfax County's Wastewater Management Program is a nationally recognized Utility of the Future. Its wastewater treatment plant, the 67 MGD Noman M. Cole Pollution Control Plant, is a multi-year NACWA Platinum Award winning facility, which houses one of the most advanced wastewater treatment processes including primary, secondary and tertiary liquid treatment processes, reclaimed water and sophisticated biosolids management program including incineration.

The Noman M. Cole Jr. Pollution Control Plant is seeking an entry-level engineer with a passion for the environment to perform miscellaneous engineering work including, but not limited to, regulatory compliance, process management, capital improvement project, facility management, etc. This position will work with a variety of disciplines and backgrounds both in the office and in the field. Primary duties include:

  • Performs engineering work in regulatory compliance program, including recordkeeping; reporting; updating and maintaining compliance documents and plans; recommending and implementing compliance activities and performing engineering and management tasks associated with the facilities required for compliance. Supports planning for and response to regulatory audits, inspections, and questions.
  • Performs engineering work in process management, including daily assessments and physical inspection of plant operating conditions and process performance; chemicals and energy usage; process troubleshooting and optimization; conducting routine bench-scale and other field tests as needed; process data analyses through iHistorian and other databases; monitoring and control of operational parameters; and development of process operating criteria and strategies; coordination with the operational and other groups to implement operation procedures.
  • Performs engineering work supporting capital improvement projects in project planning, scope development and justification, budgeting, cost estimation, schedule, resource procurement, contract and project management.
  • Performs engineering work in support of several facility programs such as energy management, sustainability, greenhouse gas emissions, asset management. Monitors metrics, identifies and implements improvements, completes recordkeeping and reporting for program.

Works in the DPWES Wastewater Treatment Division, located at 9399 Richmond Hwy. Lorton, Virginia.

Position may be underfilled as an Engineer I; the Underfill Requirements are stated below in the Employment Standards section.
Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus one year of professional experience in the appropriate engineering field.

UNDERFILL REQUIREMENTS:
This vacancy may be underfilled at the level of Engineer I (Grade S21, $57,382 - $95,636). The employment standards for the Engineer I are: Any combination of education, experience, and training equivalent to Graduation from a four year college or university accredited by the Accreditation Board for Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field. Upon completion of an underfill agreement (which will require that the employee meet the employment standards stated above in addition to obtaining competencies defined by the hiring agency) the employee will be elevated to the level of Engineer II. Underfill candidates must be able to meet the minimum qualifications of the Engineer II within two years of the job announcement's closing date.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a driver's license check, and a pre-employment physical examination to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
The successful applicant must be highly motivated; possess the skills necessary to work in a fast-paced collaborative team environment. Other preferred qualifications include:
  • 2 years of experience with the Clean Water Act, or Clean Air Act and associated federal and state regulations.
  • 2 years of experience in an industrial wastewater treatment plant.
PHYSICAL REQUIREMENTS:
Ability to lift up to 20 pounds. Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity. Ability to write, communicate, and perform process inspection and evaluations in the field; and perform engineering analysis and pc work. Must be able to walk, climb stairs and 28 ft. ladders. All duties performed with or without reasonable accommodations.
