Introduction

The Loudoun County Department of Transportation and Capital Infrastructure (DTCI) is seeking an experienced transportation engineering professional for the position of Traffic Data Analysis Manager. Job Summary

The Traffic Data Analysis Manager will serve as the Department's subject matter expert and manage the Traffic Data Analysis program for DTCI. This position is responsible for developing standards, guidelines, and procedures for safety and capacity transportation engineering analysis. This position ensures that DTCI staff and consultants collect, manage, and share high-quality data in an efficient and coordinated manner, to support transportation safety and roadway capacity decision-making and resource allocation, through analysis of a large body of transportation safety and capacity data spanning the entire county.

This position will:
* Manage a data-driven transportation safety and capacity analysis program, to include: Supervision of assigned staff; Review of the accuracy, quality, and completeness of safety and capacity-related traffic data; and Establishment of protocols for data management and security.
* Utilize strategies to integrate safety and capacity data analysis into the transportation decision making process.
* Provide technical support and guidance to the Board of Supervisors, County and DTCI leadership, and others on matters related to transportation safety and mobility.
* Advise on decisions regarding infrastructure/asset management and the annual Capital Improvement Program (CIP) development process.
* Provide support on planning level studies, traffic forecasts, warrant analyses, and corridor studies.
* Manage consultants performing professional services within the program area.
* Assist with traffic study scoping and checklist review processes for land development applications submitted to the County.
* Be responsible for intra-departmental coordination of data among several department teams and programs.
We are seeking an individual with:
* A proven track record in traffic data analysis and management.
* The ability to analyze complex traffic data sets, identify patterns, trends, and correlations.
* Technical proficiency in traffic data collection and analysis software.
* A solid understanding of transportation systems, traffic engineering principles, and relevant regulations.
* Strong written and verbal communication skills.
* Ability to meet deadlines in a fast-paced environment.

This position is eligible for partial telework in accordance with County and Department Policies. Currently the Department is operating with a Wednesday and Friday telework schedule. Flexible scheduling is also available to address required meeting attendance outside of normal business hours.

Salary commensurate with experience.

Minimum Qualifications

Bachelor's degree in a related field; four (4) years related work experience with at least one (1) year of supervisory experience preferred; or equivalent combination of education and experience.



Job Contingencies and Special Requirements

Criminal, credit and driving background checks required. Valid driver's license and good driving record required.

Professional Engineer (PE) license preferred. The position requires occasional attendance at night meetings to present information to the Board of Supervisors, Planning Commission, and/or other stakeholder groups.
