Contracts Specialist
Optimal Solutions & Technologies (OST, Inc.) has an immediate need for a Contracts Specialist. The Contract Specialist's role, as part of the OST Contracts Team, is to provide a consistent point of contact for both internal business units and external parties to plan, update, and execute contractual/legal agreements. They collaborate with department leaders, meet with current or potential clients, vendors, distributors, and partners to develop a professional relationship and facilitate and negotiate the term of each agreement. To be considered for this role, the candidate will have demonstrated high competence in Civilian and DoD contracting, as well as state contracting, and deep knowledge and experience with Federal Acquisitions Regulations (FAR) and Defense Federal Acquisitions Regulations (DFAR). The Contracts Specialist will report to OST's Director of Contracts. While the work location for this role is generally remote, an ability and willingness to work 1-2 days in OST's office in Tysons Corner, VA may be required
Description of specific Duties in a typical workday for this position:
  • Provide full contract lifecycle support including handling multiple bid opportunities, contributing to proposals and narratives, analyzing and negotiating awarded contracts, and administering the resultant contracts, task orders, and modifications
  • Draft and negotiate Teaming Agreements, Non-Disclosure Agreements, Consultant /Agent Agreements, and similar partner documents
  • Work with subcontractors to solicit proposals, negotiate subcontract terms, and administer the subcontracts
  • Work closely with OST Program Managers to review contractual terms and conditions for their acceptability, provide alternate terms and conditions as needed to mitigate program performance risks, and ensure adherence to contract requirements (CDRLs, SOW)
  • Coordinate with the team members to gather relevant information and data
  • Coordinate information gathering and reporting with clients, vendors, and suppliers
  • Participate/represent the contracts team in internal or external audits, as needed
  • Conduct training on contract related topics for staff, as needed
  • Performing other duties as assigned
Required Skills:

Minimum Requirements
  • BA/BS degree with 3-5 years of experience in US Government contracting
  • Acted as Contracts Specialist/Analyst/Manager at a large ($100M+) professional services government contractor administering multiple contracts and agreements
  • Working experience with DoD, DHS preferred; experience with state governments a plus
  • Good working knowledge of the FAR, DFARS, and other supplements
