Job Description
Position Summary

Performs responsible skilled fiscal work in the planning, review, analysis, tracking, compliance and enforcement of assigned projects and contracts on a day to day basis. Monitors and reviews requisitions, schedules, and invoices to verify projects are on track and in compliance with all contractual provisions and requirements.

Experienced workers initiate their own daily assignments, follow through on matters, and use independent judgment and training to take appropriate actions to deal with non- standard recurring situations.
Position Responsibilities / Essential Job Functions

  • Serves as the primary point of contact for any division, department or contractor/consultant as it relates to contract requisition submittal, invoice compliance, payments, cost allocation and administrative and AP queries for assigned contracts.
  • Evaluates scheduled versus actual completion of contract work and recommends corrective action, if required.
  • Tracks financial resource availability and recommends proper allocation.
  • Interacts extensively with Division Directors, assigned project managers (PMs) and the General Manager.
  • Coordinates with various departments, external agencies, contractors and vendors to overcome roadblocks, delays, and to verify accurate and complete contract invoice submittals and deliverables.
  • Provides input to daily and periodic project progress reports for management and other stakeholders as required.
  • Recommends suggested language, modifications and improvements to contracts.
  • Provides contractual advice and assistance to SA workforce.
  • Reviews all assignedcontract invoices and task orders to verify required supporting documentation accompanies invoices and is complete, accurate and in accordance with contract requirements prior to approving requests for payment.
  • Coordinates and works with consultants/contractors to correct invoices, submittals, and other materials.
  • Monitors contract expenditures, including work in progress, to ensure expenditures are in accordance with budgetary constraints. Checks amounts remaining on Purchase Orders to guarantee available funds, and ensures that delivery dates, prices, and item numbers correspond with contracts.
  • Responds to contractor questions within scope of responsibility.
  • Maintains documentation regarding any change orders including full pricing estimate breakdowns. These breakdowns will include:estimated number of hours; estimated quantity and type of material; rates used in determining prices; hourly breakdown by labor class; details of materials take-off; and disclosure of any mark-ups or time and/or schedule changes.
  • Informs management (project manager) of any issues associated with the contractor/consultant invoices, submittals, and scheduling requirements.
  • Works to ensure timely resolution of any fiscal and administrative contractual compliance matters.
  • Follows contract closeout procedures to include, at a minimum, use of a checklist to assist in verifying all required items are completed and all work is in compliance with contract requirements.
  • Collects and classifies contract cost data and performs cost data analysis and development as required.
  • Participates in negotiations of contractors' proposal submittals.
  • Monitors General Ledger to ensure expenditures align with proper general ledger accounts.
  • Reviews assigned contract administration documents (task orders, purchase orders, invoices, etc.) prior to PM's and Contract Administrator's signatures.
  • Participates in planning meetings during the draft phase for new task orders, contracts, purchase orders, etc.
  • Provides input to Procurement on contract administration processes and policies.Provides input on standard language for Statements of Work (SOWs) in order to improve contract administration.
  • Verifies scope of schedule activities from contract documents. Identifies milestones from contract to support project schedule.
  • Reviews and comments on cost/schedule data for proposals or contract negotiations.
  • Verifies accurate application of unit rates (cost and job hour) to quantity-factored estimates within a discipline.
  • As required, works with divisions and consultants in order to prepare monthly cost and schedule variance explanations exceeding the established thresholds.
  • Assists in developing and implementing requirements for cost recording, reporting, and analyzing standards, programs, and reports. Drafts notice to proceed letters formanager.
  • Maintains accurate records and filing system for contracts compliance, including correspondence.
  • May be deemed essential at any time.
  • Performs other duties as assigned or required.
Essential Skills and Experience

Essential Skills and Experience:
  • Knowledge of the terminology, methods, practices and techniques of contract administration, computer equipment and software related to assignment; English usage, spelling and grammar.
  • Ability to learn and use accounting software.
  • Knowledge of legal requirements for contracts, especially in exercising judgement concerning very complicated change orders and termination.
  • Proficiency inMicrosoft Excel as it applies to developing, managing and finalizing project budgets according to project milestones and/or tasks,
  • Ability to read and interpret contract requirements; use mathematics in developing spreadsheets in order to manage specific project budgets, costs, expenditures, etc.
  • Ability to establish and maintain effective working relationships with other internal customers, , vendors, and the general public; operate computer equipment and software applications related to assignment; communicate effectively, both orally and in writing.
  • High school diploma or GED supplemented by college courses in Contract Administration, Contract Management, Accounting, Mathematics, or related field.
  • At least three of years of experience in Contract Administration, Contract Management, Accounting, Mathematics, or related field.
  • Or combination of education and experience as described above.
Preferred Skills and Experience:
  • Four or more years of experience in fiscal Contract Administration, Contract Management, Accounting, Mathematics, or related field.
  • At least two years of experience with JD Edwards or purchasing and payment software.
  • Associate's degree in Contract Administration, Contract Management, Accounting, Mathematics or related field.
