Qualifications
For the SS-01 grade level, you must have one year (12 months) of full-time specialized experience comparable in difficulty and responsibility to the CU-15 grade level in the public or private sector. Qualifying specialized experience is defined as experience:
  1. Developing programs to implement change management plans;
  2. Developing business process improvements, determining capability needs, and setting requirement definitions for associated software applications; leading the full range of software development, implementation, and solution adoption lifecycle support activities, including related information security; or applying data management standards and governance over agency data;
  3. Leading project management efforts related to business operations; and
  4. Supervising a staff.

  3. Results Driven. This qualification stresses accountability and continuous improvement. It includes the ability to make timely and effective decisions and produce results through strategic planning and the implementation and evaluation of programs and policies.
  4. Business Acumen. This qualification involves the ability to acquire and administer human, financial, material, and information resources in a manner which instills public trust and accomplishes the organization's mission, and to use new technology to enhance decision-making.
  5. Building Coalitions/Communication. This qualification involves the ability to explain, advocate and express facts and ideas in a convincing manner, and to negotiate with individuals and groups internally and externally. It also involves the ability to develop an expansive professional network with other organizations, and to identify the internal and external policies that impact the work of the organization.
Technical Qualification (TQ):
Ability to lead and partner with agency leadership and other internal and external stakeholders to develop policy, design strategies, and manage priorities and projects impacting national and agency-wide goals and objectives.

Education

Education may not be used in lieu of specialized experience for executive positions.
