MINIMUM SKILLS & REQUIREMENTS:

• Bachelor's Degree in Computer Science
• Fifteen + (15+) years' experience in network computer equipment and routine computer programming
• Minimum Certification as 621 (or similar) at the Intermediate level per DoDD 8140.01
• Demonstrated experience leading complex projects or major phases of significant projects
• Demonstrated proficiency maintaining and modifying existing code and Operating Systems configurations
• Demonstrated expertise designing, modifying, developing, writing, and implementing software programming applications
• Demonstrated Experience designing and developing new, and evaluating existing, processing software for system integration to include:
• Signal internals and externals
• Statistical analysis of confidence factors
• File output formatting
• Demonstrated Experience reviewing, providing recommendations, and implementing Engineering Change Proposals (ECP)
• Demonstrated Experience creating Version Description Documents, Interface Design Documents, and Software Development Plans
• Demonstrated experience leading and supervising junior Engineers and Programmers
• Expert-level proficiency in the following programming languages:
• C
• C++
• Java
• Python
• Demonstrated experience developing neural networks and machine learning applications using industry tools and techniques, including:
• Python
• Py Torch
• Tensor Flow
• MATLAB
• LabVIEW
• Demonstrated Experience with the development, maintenance, testing, and certification & accreditation of software for Human Machine Interface (HMI) Graphical User Interfaces (GUIs)
• Demonstrated Experience performing and reporting on non-functional software testing, including

• Compatibility testing
• Possess a current Department of Defense (DoD) Secret security clearance

DESIRED SKILLS & REQUIREMENTS:

• Master's Degree in Computer Science
• Fifteen + (15+) years' experience supporting DoD or Naval Surface Warfare Center (NSWC) Programs
• Ten + (10+) years' experience leading software teams for DoD Naval Surface Warfare Center (NSWC) projects
• Thorough understanding of NSWC operations
• Demonstrated expertise designing, modifying, developing, writing, and implementing software programming applications for DoD projects
• Experience developing software to facilitate operation of radio frequency distribution components, antennas, and feedlines in accordance with specifications and engineering standards for installation in either a lab or shipboard environment
• Expertise in additional software programming languages
• Demonstrated expertise with the development, maintenance, testing, and certification & accreditation of software for Human Machine Interface (HMI) Graphical User Interfaces (GUIs)
• Expert-level knowledge of Py Torch, Tensor Flow, MATLAB, and/or LabVIEW
• Expert-level knowledge of Department of Navy (DoN), DoD and Intelligence Community cybersecurity directives, policies, and procedures. To include ensuring software complies with requirements throughout design, development, and deployment.
• Demonstrated Experience with software vulnerability mitigation

FILLING THIS POSITION IS CONTINGENT UPON FUNDING

PRIMARY DUTIES & RESPONSIBILITIES:

• Provides solutions to significant technical problems that typically require the development of new or refined algorithms, techniques, equipment, materials, processes, products, systems concepts, and/or scientific methods. Encourages optimum design within customer specifications, quality standards, schedule, and funding limitations
• Performs complex analysis on a major program to enhance the technical and economic development of the product and/or service. Assesses the feasibility and soundness of proposed engineering evaluation tests, products, or equipment
• Represents the corporation as a recognized technical expert at regional/national/ international symposiums conferences. Demonstrates creative ability through patent disclosures, problem solving, scientific reports, or technical papers and articles
• Develops and delivers complex technical presentations to senior management and customers. Attends and represents the Company in high level meetings with the customer, vendors, and/or subcontractors
• Provides functional and technical guidance to engineering staff and management. May perform as a project lead on advanced specialized projects or in resolution of technical problems that would critically impact performance, schedule, or cost
• Conducts investigations and tests of considerable complexity to develop extensive reports or studies
• Reviews completion and implementation of technical products
• Provides software engineering support to include the development, maintenance, testing, and certification & accreditation of software and operating system modifications for operating system integration efforts. To include the maintenance/modification of existing software code and operating system configurations, establishment and design of new code, and implementation of enhancements to system capabilities
• Provides software engineering support to include development, maintenance, testing, and certification & accreditation of software for Human Machine Interface (HMI) Graphical User Interfaces (GUIs). To include maintenance of existing source code, establishment and design of new code, and implementation of enhancement to system capabilities
• Provides support of the following programming languages (C, C++, Java, and Python), and be able to provide resources for other languages as the technology changes or new languages are developed or required
• Supports the development of neural networks and machine learning applications using industry tools and techniques, such as Python, Py Torch, Tensor Flow, MATLAB, and LabVIEW
• Provides software engineering support to include the development, maintenance, testing, and certification & accreditation of software modifications for command-and-control development. To include the maintenance of existing software code, establishment and design of new code, and implementation of enhancements to system capabilities.
• Develops software to facilitate operation of radio frequency distribution components, antennas, and feedlines in accordance with specifications and engineering standards for installation in either a lab environment or shipboard as necessary
• Ensures software complies with these requirements throughout design, development, and deployment. If vulnerabilities are discovered, responsible for making all necessary changes to software in order to mitigate said vulnerabilities
