Overview

Stellar Solutions is seeking an Operational Assessor, Senior Engineer. This role provides a unique opportunity to provide Assessments support to the customer.

The successful candidate will support a high performing team of Government and Contractor professionals to monitor, analyze, assess and deliver assessment activities across a variety of assets in support of the Space Warfighting Mission. The candidate will be pivotal in supporting coordinated assessment activities across multiple government agencies and ensuring the safety and success of the efforts. The successful candidate will have experience with space operations, planning, developing and implementing assessment plans, and the Space Warfighting mission. The successful candidate will also have demonstrated the ability operate in a dynamic and high energy environment with constantly changing tasking and priorities.

Role/Responsibilities/Qualifications

Successful applicant will provide Operational Assessments and advisory support in a dynamic, high-paced environment while guiding rapid evolution of planning projects and doctrine through demonstration and Government review and evaluation. The candidate may be charged with generating product and deliverables, which may further require the coordination of government approvals to meet DoD warfighter needs. The ideal candidate will be familiar with standard systems engineering process (e.g., risk, configuration control, requirements allocation, requirements verification, etc.), have test and evaluation experience at the system, segment, or component level.

    Prepare, Plan and Integrate assessment planning and strategy activities into customer plans, exercises, training and operations
  • Support the development of assessments in Operational Plans and the Annex N (assessments) in the customer's orders
  • Provide Operational Assessment subject matter expertise to outside organizations in support of planning coordination and deconfliction
  • Coordinating and integrating assessments with customer's organizations to include mission ground stations and mission partners; support requests into the customer's plans and orders;
  • Reviewing and supporting development of operational-level assessments for customer capabilities and operations and associated implantation documents;
  • Develop customer assessment plans and assessment products;
  • Coordinating and providing logistical support for assessments meetings and workshops on behalf of the customer

Work will be primarily conducted at in Springfield, VA at the customer site, with potential for travel within the United States and potentially overseas to support program execution activities.

Required Qualifications and Skillsets:

  • Requires practical knowledge of job area typically obtained through advanced education combined with experience. Graduate Degree or equivalent with 11 years of prior related experience; Bachelor's Degree and a minimum of 12 years of prior related experience; or no degree and a minimum of 14 years of prior related experience.
  • Proficient with Joint Planning processes
  • Requires U.S. Citizenship AND current TS/SCI Clearance
  • Eligible for CI Pol
  • Data Analysis

Additional Desired Skillsets:

Graduate of:

  • Maritime Advanced Warfighting School or;
  • School of Advanced Military Studies or;
  • Joint Advanced Warfighting School or;
  • School of Advanced Warfighting

Lead planner in a two-star, or higher level, General Officer/Flag Officer staff

Lead assessments planner in a two-star, or higher level, General Officer/Flag Officer staff

Familiar with:

  • Space operations/Satellite Operations
  • DoD/NRO spacecraft
  • Basic orbital mechanics
Deliverable(s)

Deliverables will be in the format of reports, briefings, spreadsheets, or other documents as directed by the Government, using NRO and/or government approved, issued, and/or mandated systems & software, and processes governed by the customer's policies and instructions. The nature of this work will, at times, require a quick response to stringent deadlines and will always require a standard high quality and professional deliverable.
