Job Description

The Office of Sponsored Programs (OSP) manages all sponsored programs from external sponsors for Virginia Tech. There are four teams within OSP which include pre-award, contracts and agreements, post award and financial compliance. Virginia Tech is a top-ranked public research university and land grant institution with a $650M research portfolio with approximately $400M actively managed through OSP's post award team.

Reporting to the Associate Vice President for Research and Innovation, Sponsored Programs the Director of Post Award serves as a key member of the OSP management team. The Director provides oversight of the Post Award activities in the OSP which includes four teams - proposal and award set up team, grants management team, financial management team and cash management team. The Post Award teams provide a full range of research administration services including award set up, grant management and accounting, invoicing, letter of credit draw downs, accounts receivable, financial reporting, sub-award management and closeout.

This position serves as an expert for interpreting, explaining and applying governmental research regulations and sponsor policies related to financial administration. The Director is expected to foster collaboration with various stakeholder groups and demonstrate a high commitment to customer service by applying skills and experience to research administration and ensuring compliance with federal, state, other sponsor and university regulations and guidelines. In addition, the director is responsible for developing, implementing and monitoring policies, procedures and objectives for financial research administration, including developing effective training programs.

This position is located on the main Virginia Tech campus in Blacksburg, Virginia. Position is eligible for a hybrid work agreement in a commutable distance to have a weekly presence in the campus location.

Required Qualifications

- Master's degree in Public or Business Administration, finance, or related field(s).
Bachelor's degree with significant relevant work experience may be considered in lieu
of a Master's degree.
- Demonstrated progressively responsible experience in administrative or supervisory functions.
- Demonstrated financial and/or administrative experience to include financial and
strategic planning and forecasting.
- Extensive knowledge of and experience with federal and non-federal regulations
and guidelines, cost principles, financial reporting requirements, billing/invoicing sponsored programs and uniform guidance/administrative requirements.
- Thorough knowledge and working experience with large enterprise financial system.
- Demonstrated experience in the management and/or negotiation of complex contracts.
- Demonstrated leadership of teams, independent initiative and ability to interpret and apply
federal regulations, policies, and procedures in a complex environment.
- Significant experience building processes and strategies and managing a team of
professionals to facilitate efficient and effective administration.
- Demonstrated understanding and leadership in the development and enhancement
of automated workflow/processes and systems that support administrative operations.
- Demonstrated financial management and research administration experience.

Preferred Qualifications

- Professional designations such as Certified Research Administrator (CRA); Certified
- Federal Contracts Manager (CFCM); Certified Public Accountant (CPA) or Graduation
from NCURA Leadership Development Institute.
- Evidence of relevant publications, training programs delivered, and professional presentations at conferences.
