Job Description

The Assistant Budget Analyst assists in the development, execution, communication, and monitoring of the revenue and expenditure budgets for the University Division, Cooperative Extension/Agricultural Experiment Station Division and the University Division's self-supporting units (auxiliary enterprises, internal service units, and other independent business activities), as well as other specific program budgets. The Assistant Budget Analyst provides operating support and participates in broader budget office responsibilities and ad hoc projects.

Budget Programs/Processes:
The Assistant Budget Analyst assists with the annual budget development for the Educational & General, Cooperative Extension/Agricultural Experiment Station (CE/AES) and the University Division's self-supporting units (auxiliary enterprises, internal service units, and other independent business activities) revenue and expenditure budgets. The Assistant Budget Analyst monitors, analyzes, and reports on expenses; coordinates with various fiscal managers while developing the budget and resolving any issues detected during the monthly analysis; and assists with the budget call processes. The Assistant Budget Analyst supports the development of Authorized Budget Document and budget execution. The Assistant Budget Analyst provides assistance and guidance to university fiscal managers on these processes and other financial matters. This position will have a dual reporting relationship within the Office of Budget and Financial Planning which will support both the E&G budget operations and the self-supporting business unit operations equally.

Position Allocation Management:
The Assistant Budget Analyst will assist in the development of the position allocation section of the Authorized Budget Document and ensure accurate loading of the position allocations into the position management system. The Assistant Budget Analyst will assist in the production of reports on filled and vacant positions.

Operating Support:
The Assistant Budget Analyst will process Banner transactions, will perform other quality reviews of system data, and will assist in the preliminary update and reconciliation of monthly budget performance reports. The Assistant Budget Analyst provides assistance, guidance, and training to university fiscal managers on these processes.

Financial Planning:
The Assistant Budget Analyst assists in development of University multi-year plans and forecasts. The Assistant Budget Analyst assists in maintaining debt service schedules.

Special Reports and Projects:
The Assistant Budget Analyst helps facilitate operational and strategic decision-making by conducting special studies and projects in response to questions and requests for information from the University administration, Board of Visitors, and state agencies. The Assistant Budget Analyst assists in the development of comparative reports with peer institutions on various topics as assigned.

Required Qualifications

- Knowledge of budget methodology, managerial reporting, and fund accounting.
- Ability to prepare complex financial reports, which require data collection, analysis, and forecasting
- Excellent communication skills.
- Proficiency with Microsoft Excel and Word.
- Bachelor's degree in business administration, finance, public administration, or related curriculum, or a combination of education and experience that equates to a bachelor's degree.

Preferred Qualifications

- Preference given for experience in higher education finance and experience with large-scale accounting or data management systems.
- Preference given for demonstrated knowledge of Banner financial information system; or work experience in higher education setting.
- Preference given for an advanced degree in business administration, finance, public administration, or related curriculum, or a combination of bachelor degree and experience that equates to an advanced degree.

Commensurate with experience with a salary range of $55,000 - $60,500 per year
