Director, Business Development & Capture

Location: McClean, VA

IntelliBridge is seeking a Business Development (BD) and Capture professional to leverage our outstanding capabilities, past performance, operational presence at specific customers, and contract vehicles in order to drive growth within the Health and Human Services (HHS) and Center for Medicare Medicaid Services (CMS) and supporting agencies.

The successful candidate will be responsible for building, managing, and leading capture on a robust pipeline of opportunities within our current tracking system and will oversee the pursuit of their opportunities through identification, qualification, capture, and award status.

Working closely with the full IntelliBridge team, the candidate will support bid strategies, pricing, teaming, and proposal strategies while coordinating with other internal resources. They will help identify the right resources required to pursue each bid and help establish strategy, infrastructure, processes, and plans as necessary while managing the capture process.

The ideal candidate will be an accomplished business development leader with a proven demonstrable track record of identifying, qualifying, bidding, and winning programs in a full and open, competitive environment. They will have experience managing diverse capture teams in pursuit of multi-hundred-million-dollar Government IT programs, ideally within DHS customers. The candidate must have experience using contract vehicles such as GWACs, BPAs, and IDIQs to support business growth.

Position Responsibilities:

  • Identify and/or qualify potential business pursuits by analyzing market opportunities, requirements, and capabilities, evaluating options, adjusting internal priorities, and recommending investments. Participate in go/no-go decisions during the qualification process.
  • Develop, Manage, and Close a qualified pipeline of opportunities to support the company's growth objectives and strategic goals.
  • Develop and execute a winning strategy for all assigned opportunities upon pursuing a decision.
  • Recommend and implement strategies for developing IntelliBridge proposals on assigned pursuits, working collaboratively with internal teams (Operations, Contracts, Pricing, HR, etc.)
  • Maintain unwavering professional integrity and business ethics in all engagements and protect IntelliBridge proprietary information and intellectual property confidentiality.

Position Requirements:

  • Minimum 7 experience in federal business development, consulting, or operations with direct experience in relevant agencies, HHS / CMS preferred.
  • Successful win record and proven experience overseeing and managing the full life cycle of the capture process, including pipeline development/management, building and leading teams, overseeing details, managing schedules and priorities, etc.
  • Demonstrated experience managing capture or other teams of at least 5 employees.
  • Knowledge of US Government contracting, including contract types and procurement processes.
  • Intimacy with the HHS and supporting agencies, as well as CMS
  • Knowledgeable in IT practices and technology.
  • Strong presentation development and delivery skills with experience presenting to Government Executives.
  • Demonstrated experience in winning unrestricted deals $25M to $250M.
  • Strong research and investigative skills.
  • Excellent analytical and problem-solving ability.
  • Excellent interpersonal, communication, and customer service skills.
  • Ability to multi-task, organize, and prioritize multiple ongoing projects.
  • Experience with Salesforce preferred.

Education and/or Certifications:

  • Bachelor's degree preferred
  • Master's a plus in related field.
