Project Objective:

Social Impact has been commissioned to conduct a developmental evaluation (DE) of USAID's Powered by the People (PxP) initiative for USAID's DRG Center. The purpose of the evaluation is to (1) strengthen their theory of change, (2) improve implementation, (3) ensure accountability and service towards front line activists, and (4) increase the likelihood of achieving PxP's objectives. The study will be conducted in phases, with the first phase focused on conducting kick-off meetings, an evidence review, workshop, and a draft design for the developmental evaluation.

Position Description:

Social Impact is seeking a developmental evaluator who will be responsible for designing and carrying out the developmental evaluation, including data collection, analysis, and facilitation of learning and adaptation based on evidence. This individual will serve as the main point of contact with USAID/DRG and DE stakeholders. S/he will be embedded within the PxP consortium and participate regularly in PxP leadership activities and decision-making to track overall strategic direction and progress of PxP.

The estimated period of performance for the first phase is January 2024 through June 2024. The second and third phases of the developmental evaluation may be awarded under follow-on taskings; if awarded, Phase 2 will continue through a 12-month period from the point of kick-off, and Phase 3 will continue for the remainder of the activity. SI is looking for candidates that can offer as close to 100% time for the duration of the evaluation as possible (for Phase 1 only this is closer to 35% time over six months) and would work with the developmental evaluation administrator from SI.

Responsibilities:

  • Lead kick-off meetings with USAID and other stakeholders to inform objectives and study questions for the DE
  • Conduct an evidence review to inform the developmental workshop and evaluation design
  • Design and facilitate developmental evaluation workshop with PxP stakeholders
  • Conduct initial embedded developmental evaluator activities (such as observation of meetings, interviews, and review of documents), using participatory and observational data collection methods
  • Lead the design and development of deliverables (including evidence review brief, workshop materials, PowerPoints, evaluation design report and brief)
  • Lead the presentation of the evaluation design to stakeholders
  • Work closely with SI HQ and Evaluation Team and communicate in a timely and effective manner with all project personnel
  • Abide by SI standards of ethics and quality

Qualifications:

  • Master's degree and 10 years relevant experience, OR PhD and 6 years relevant experience
  • Prior experience with social movements, nonviolent action and diverse geographical experience
  • Prior experience as an embedded developmental evaluator
  • Expertise with formative (or developmental) evaluation design and implementation, both qualitative and quantitative research methods, and developing evaluation deliverables that effectively translate evaluation findings into user-friendly formats and recommendations to inform action
  • Must have the ability to coordinate closely and build trust and good relationships with evaluation stakeholders
  • Academic background in anthropology preferred
  • Excellent written and oral communication skills in English
  • Demonstrated organizational skills and attention to detail; ability to work independently to meet deadlines and adhere to high-quality standards
  • Ability and willingness to travel
  • Work closely with SI HQ and Evaluation Team and communicate in a timely and effective manner with all project personnel.
